Water Program Technical Support Staff
Starting Salary $66,673 -$96,876
COG is looking for a multi-disciplinary team member to provide technical support for regional water and wastewater initiatives, including the Blue Plains Intermunicipal Agreement of 2012. This role requires the ability to apply technical expertise to issues facing the region, such as wastewater flow forecasting and resource recovery opportunities. The team member will provide support to COG’s members and regional water utilities in meeting Chesapeake Bay Program requirements.

• Familiar with environmental engineering principles and quantitative techniques and experience in their application to hydrologic and hydraulic investigations involving use of computer simulation and statistical techniques.
• Demonstrated ability to analyze complex problems, perform directed technical research and prepare related reports.
• Familiar with data management activities related to specific data required for hydraulic / hydrologic modeling needs and the Chesapeake Bay Program’s CAST wastewater data reporting system.
• Experience addressing technical requirements of legal agreements such as the Blue Plains Intermunicipal Agreement (IMA) of 2012.
• Able to coordinate stakeholder meetings including preparation of agendas, meeting summaries and discussion materials.
• Able to perform technical analyses for wastewater resource recovery (biosolids, digester gas, direct / indirect potable reuse).
• Knowledge of Chesapeake Bay Program requirements, including related TMDLs, Watershed Improvement Plans, and other water quality regulatory requirements.
• Skill at directing project planning studies and focused research activities.
• Experience calibrating and applying computer-based simulation tools.
• Able to monitor regulatory actions and emerging treatment technologies to evaluate impact on regional operations.
• Excellent oral and written communication skills, including the ability to clearly communicate complex policy and technical issues in an understandable manner based on the audience knowledge and experience. Audiences may include but not be limited to elected officials, utility management, senior policy officials, technical staff and the general public.
Education and Experience
• Bachelor's degree in Civil, Environmental, or a related Engineering field. A degree in a scientific discipline (biology, chemistry, microbiology, agriculture, environmental science, etc.) will be considered in lieu of an engineering degree. Master's degree desirable.
• Entry level to four years of experience in water resources or a related area;
• Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities will be considered.
• Water / wastewater utility experience desirable.
• Engineer-in-Training or Professional Engineer desirable but not required.
• Water / Wastewater operator license desirable but not required.
