An Overview
The City of Alexandria's Department of Project Implementation (DPI) is seeking a Deputy Director to coordinate and drive to completion some of the City's most complex and highest priority capital projects, overseeing major infrastructure projects through design and construction. The position is responsible for ensuring that all project tasks being performed by City staff and external organizations are on track; coordinating design/construction responsibilities with City staff, and communicating project progress to all stakeholder groups. The Opportunity-Examples of Work
  • Supports the Director in the development and continuous improvement of all departmental procedures and processes.
  • Represents the department to City Council, City Manager, other departments and external agencies, neighborhood and business associations and individual community members on assigned project(s).
  • Provides leadership in project management to department and other City staff.
  • Provides direction and guidance to senior staff and project managers on the implementation of capital projects.
  • Utilizes effective risk mitigation strategies to identify and mitigate risks to project schedule, budget or scope.
  • Effectively manages consultants on design and construction tasks.
  • Establishes sound capital budget planning and management.
  • When called upon, leads the department's most complex capital projects.
  • Develop City staff's project management skills and knowledge through training and mentoring.
  • Performs related work a s required.

About the Department
The Department of Project Implementation is responsible for the implementation of capital infrastructure projects including intersection improvements, storm water and water quality improvements, sanitary sewer improvements, flood mitigation and park improvements. In addition, the department coordinates and plans complex, multi-departmental projects such as the Waterfront Small Area Plan Implementation and the Potomac Yard Metrorail Station. Minimum & Additional Requirements

To qualify for this position, all candidates should possess at least a four year degree in Civil Engineering, Construction Management, Architecture, Landscape Architecture or a related field; at least fifteen (15) years of related experience in a position as a professional engineer or registered architect or landscape architect; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

To be considered as an ideal candidate, one may possess a Master's Degree in Urban Planning, Landscape Architecture, Architecture, Civil Engineering or a related field; possess at least fifteen (15) years of experience managing large-scale complex construction projects; demonstrable expertise in the management of all phases of design-build contracts, certification by the Construction Manager Certification Institute as a Certified Construction Manager and/or Project Management Professional certification by the Project Management Institute. The ideal candidate must have experience preparing and reviewing plans, schedules, technical specifications and contract documents for large scale, complex design and construction projects; experience in the supervision of multi-discipline teams including the management of staff and design consultants, experience in the management of construction contracts and experience communicating with internal/external stakeholder groups.
