Agency and context
Transportation planning at the regional level in the Washington, D.C. metropolitan area is coordinated by the National Capital Region Transportation Planning Board (TPB). The TPB is the federally designated Metropolitan Planning Organization (MPO) for the metropolitan area and also plays an important role as the regional forum for transportation planning. The TPB coordinates regional transportation planning activities and develops the long-range transportation plan in order for federal-aid transportation funds to flow to the Washington region. The TPB includes representatives of local governments; state transportation agencies; the Maryland and Virginia general assemblies; transit agencies; and non-voting members from the airports authority and federal agencies. The TPB is staffed by the Metropolitan Washington Council of Governments’ Department of Transportation Planning (DTP).

The position
The Department of Transportation Planning is seeking a Transportation Planner II to assist in regional planning for the region’s transit systems. The transportation planner position, as part of the Systems Performance Planning Team, will play a role in facilitating regional coordination and communication of public transportation issues. You will regularly interact with committees of regional transportation staff on regional planning issues. You will support the working of the TPB’s Regional Public Transportation Subcommittee, including agenda development and meeting logistics. You will participate in other organizations’ transit planning activities, attending meetings and representing the TPB’s interests. You will author reports and presentations, review professional documents, summarize meeting discussions, and act as a general liaison for regional transit system issues. Additional work will include monitoring the performance of regional transit systems in the areas of transit asset management and transit safety in fulfillment of federal performance based planning and programming requirements, including performance analysis and the writing of performance reports.

Examples of work
The successful candidate will perform professional level transportation planning activities including research, assessment, data collection and analysis, and report preparation and presentation. The position requires data management and analysis skills, and the candidate should be familiar with general transportation planning and specifically transit planning, operations, and performance measurement. Activities are likely to include:
• Attending meetings and representing the interests of the TPB.
• Assisting in the working of the TPB Regional Public Transportation      Subcommittee
• Preparing charts, graphs, and maps; writing technical memoranda and reports; making presentations to technical committees, uploading and updating webpages
• Collecting and compiling transportation performance and project data from a variety of sources and multiple formats,

Minimum qualifications
• Transportation Planner II: 1) Either a Master's degree in transportation planning, public administration, or an appropriate related field, or 2) a Bachelor’s degree and two years of applicable experience. Any equivalent combination of experience and training which provides the required knowledge, analytical and writing skills, and abilities will be considered.
• Ability to work cooperatively in a team environment.
• Strong analytical and problem-solving skills, with a good knowledge of research methods.
• Solid verbal and written communications skills.
• Familiarity with the transportation planning process and theory.

Ideal candidate
• Familiar with the principles of transportation planning, land use and demographic data; public transportation operations and performance; and public finance.
• Strong quantitative skills desired, as demonstrated by an undergraduate level courses in Mathematics, Operations Research, Quantitative Analysis, Statistics, Computer Modeling, etc.
• Proficient computer skills in the use of spreadsheets and databases. Skill in presentation graphics and publication design software. Experience with GIS software, such as ArcGIS.
• Interest in public transportation issues, including planning, operations, finances, and performance measurement. Experience in collecting, analyzing, and communicating issues and data to audiences.

Starting salary
Transportation Planner II (Grade 6): $60,065 to $73,500, depending on qualifications.
