Responsibilities

This position is located in the Office of Native American Programs (ONAP), Office of Public and Indian Housing (PIH), Department of Housing and Urban Development (HUD). The Office of Public and Indian Housing ensures safe, decent, and affordable housing, creates opportunities for residents' self-sufficiency and economic independence, and assures the fiscal integrity of all program participants.

The Office of Native American Programs administers the largest national Indian housing programs to almost 600 sovereign tribal nations. Through ONAP, the Secretary of HUD carries out his responsibility to implement Section 3 of the Native American Housing Assistance and Self-Determination Act of 1996 (NAHASDA). The statute directs the Secretary of HUD to administer Indian housing programs separately from other headquarters and field programs, such as Field and Policy Management and the Office of Public and Indian Housing's Office of Field Operations. ONAP administers 14 key programs: Indian Housing Block Grant Program - Formula; Indian Housing Block Grant Program - Competitive; Indian Housing Block Grant Program - CARES Act; Indian Community Development Block Grant Program - Single-Purpose; Indian Community Development Block Grant Program - Imminent Threat; Indian Community Development Block Grant Program for Mold; Indian Community Development Block Grant Program - CARES Act; Tribal Housing Activities Loan Guarantee Program; Indian Home Loan Guarantee Program; Indian Home Loan Guarantee Program for Professionals; Tribal HUD-Veterans Affairs Supportive Housing Program; Native Hawaiian Housing Block Grant Program; Native Hawaiian Loan Guarantee Program; and Resident Opportunities and Self-Sufficiency Grant Program.

The Associate Deputy Assistant Secretary (ADAS) for Native American Programs serves as a key source of expertise within the Department regarding all HUD programs for American Indians and Alaska Natives. The ADAS serves as the principal advisor to the Deputy Assistant Secretary (DAS) for ONAP and other principal Departmental staff. The ADAS is responsible for, and is regularly involved in, the development and implementation of the major policies, procedures, and guidelines for all aspects of the assigned programs. The ADAS also exercises full managerial responsibility for all employees in ONAP nationwide. The responsibilities of ONAP involve major Departmental policies and operations.
  • Administers the provision of housing assistance to Tribal Housing Entities and Tribes pursuant to HUD's Indian housing pro­grams including; the Indian Housing Block Grant (IHBG); Indian Community Development Block Grant (CDBG) program for Indian Tribes; homeownership programs for Native Americans including the Indian Home Loan Guarantee Program; and coordinates all programs of the Department relating to Native American housing and community development.
  • Administers HUD's Native Hawaiian programs including the both block grant and loan guarantee programs.
  • Maintains liaison and working relationships for the Department with other Federal agencies with responsibilities for housing and related social services for Native Americans and Native Hawaiians.
  • Maintains liaison for PIH with American Indian tribal organizations; national advocacy organizations concerned with Native American housing or related social services; State and local governments exercising responsibility for American Indian housing; and other organizations representing other Native American groups under U.S. protection and/or supervision.
  • Directs an ongoing and systematic evaluation of all PIH programs, policies, and operating procedures to promote their potential for addressing the needs of American Indians and other native groups.
  • In cooperation with PIH Budget, develops analyses of funding allocations and/or expenditures on behalf of American Indians or other native groups; develops and recommends program financing goals for American Indians and other native groups; provides user data and analyses of funds utilization effectiveness by Indian and other native client groups; and provides special client input into the development of overall controls for the assignment of housing program funds.
  • Represents the Department with Congressional Committees, including the Senate Committee on Indian Affairs, in special meetings on Indian affairs and consults with them on special programs and legislative proposals.

Qualifications

As a basic requirement, you must have progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. Experience must have been at a sufficiently high level of difficulty to clearly show that the candidate possesses the required professional, technical, and executive core qualifications set forth below. Your experience should demonstrate that you have the knowledge, skills and abilities to successfully fulfill responsibilities inherent in most SES positions. If your experience does not include these basic qualifications, you will not be determined to be qualified for this position.

YOU MUST FULLY ADDRESS EACH MTQ AND ECQ TO BE RATED FOR FURTHER CONSIDERATION.

Current or former career SES employees, or SES Candidate Development Program (CDP) candidates who have been certified through OPM's QRB are not required to address the ECQs, but MUST fully address the MTQs.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In addition to the qualifying experience, applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position. Your MTQ narratives should be no more than 1 page per MTQ.
You must fully address each MTQ to be rated for further consideration.
  • Ability to effectively work with Indian tribal organizations; non-reservation Indian organizations; national advocacy organizations; Congressional Committees, including the Senate Select Committee on Indian Affairs; state and local governments and other organizations responsible for Indian or Alaska Native housing and related social services. Ability to establish relationships with tribal officials, tribal council members, Tribal Designated Housing Entities (TDHE) Directors, and tenant groups to address housing related issues in Indian Country.
  • Demonstrated experience in developing and implementing policies, criteria and operating procedures for housing programs for Native Americans and Alaska Natives; and directing an ongoing and systematic evaluation of Indian Housing programs, policies and operating procedures for addressing the needs of American Indians and other native groups.
  • Demonstrated experience in managing the provision of housing assistance to Indian Housing Authorities and tribes through a variety of housing subsidy and grant programs, and ability to develop analysis of funding allocations and/or expenditures and recommend program goals and overall assignment of housing program funds.
  • Experience leading operational activities in a complex organization that require collaboration, partnership, and negotiations with agency senior/executive leaders, to improve in the areas of procurement, budget and financial management, and systems development, through the use of business process modernization, setting priorities for current and future initiatives, allocating resources, and providing oversight of various complex and sensitive programs.


  • EXECUTIVE CORE QUALIFICATIONS (ECQs):

    EXECUTIVE CORE QUALIFICATIONS: All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately, not to exceed 10 pages. You are required to respond to all ECQs. If you fail to do so will result in a rating of 'ineligible.' When responding to the Executive Core Qualifications (ECQs), you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. You should limit your narrative to two pages per ECQ, and address each ECQ separately. OPM's Guide to Senior Executive Service Qualifications can assist you in writing an effective SES application.     Format: For each of the five ECQs, provide at least one example of your qualifications using the four C-C-A-R elements.

    1. Challenge - Describe a specific problem or goal.

    2. Context - Talk about the individuals and groups you worked with, and/or the environment in which you worked to tackle a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale).

    3. Action - Discuss the specific actions you took to address a challenge.

    4. Results - Give specific examples of the results of your actions.

    These accomplishments demonstrate the quality and effectiveness of your leadership skills.

    NOTE: Your responses to the five ECQs must describe the context and the results of your achievements in lay terminology, free of jargon and excessive reliance on acronyms.

    ECQ 1 - LEADING CHANGE - This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment . (Leadership Competencies: creativity and innovation, external awareness, flexibility, strategic thinking and vision).

    ECQ 2 - LEADING PEOPLE - This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. (Leadership Competencies: conflict management, leveraging diversity, developing others and team building).

    ECQ 3 - RESULTS DRIVEN - This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Leadership Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving and technical credibility).

    ECQ 4 - BUSINESS ACUMEN - This core qualification involves the ability to manage human, financial, and information resources strategically. (Leadership competencies: financial management, human capital management and technology management).

    ECQ 5 - BUILDING COALITIONS - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and Local governments, nonprofit and private-sector organizations, foreign governments, or international organizations to achieve common goals. (Leadership Competencies: partnering, political savvy and influencing/negotiating).

    To be considered for this position, you MUST submit a written statement fully addressing each MTQ and ECQ. Failure to fully address both the MTQs and ECQs will adversely affect your chances for referral or selection.

    CONDITIONS OF EMPLOYMENT:

    The U.S. Department of Housing and Urban Development strives to ensure that the public perceives HUD as a fair and equitable agency that administers its programs in an objective and impartial manner. As such, HUD is committed to its government ethics program, which advises employees on applicable ethics laws and regulations designed to protect the agency against real and apparent conflicts of interest. As a federal employee, you will be subject to the Standards of Ethical Conduct and the U.S. criminal conflict of interest statutes. As a HUD employee, you will also be subject to the HUD Supplemental Ethics Regulations which restrict the extent to which a HUD employee can engage in certain activities and hold certain investments. Depending on your position, you may also be required to file a public or confidential financial disclosure report. Upon your new appointment, you will receive guidance regarding your ethics obligations. You will also be required to attend a mandatory ethics training within 3 months of appointment.

    HUD employees are prohibited under Section 7501.104, 5 Code of Federal Regulations from directly or indirectly owning, acquiring, or receiving:
    • Federal Housing Authority debentures or certificate of claim;
    • Financial interest in a project, including any single-family dwelling or unit subsidized by HUD, or which is subject to a note or mortgage insured by HUD;
    • Section 8 subsidies to or on behalf of a tenant of property you, your spouse, or a dependent child owns.

    The following are exceptions to the Section 8 prohibition:
    • The employee, or the employee's spouse or minor child acquires, without specific intent as through inheritance, a property in which a tenant receiving such a subsidy already resides;
    • The tenant receiving such a subsidy lived in the rental property before the employee worked for the Department;
    • The tenant receiving such a subsidy is a parent, child, grandchild, or sibling of the employee;
    • The employee's, or the employee's spouse or minor child's, rental property has an incumbent tenant who has not previously received such a subsidy and becomes the beneficiary thereof; or
    • The location of the rental property is in a Presidentially declared emergency or natural disaster area and the employee receives prior written approval from an agency designee.
