Summary

This position is located in the Deployment Stress Management Program (DSMP), Employee Consultation Service (ECS), Directorate of Mental Health Services (MHS), Bureau of Medical Services (MED). The incumbent is responsible for DSMP program development , policy planning and implementation, evaluation and coordination of all aspects of the DSMP program.

Responsibilities

  • Exercises the full range of supervisory and administrative responsibilities and authorities associated with the management of the division's assigned programs and activities.
  • Develops policy and staff procedures to assure adherence to effective program implementation and supervises management of clinical cases into the service system through treatment and follow up assistance.
  • Provides crises intervention, problem assessment, brief counseling and referral to community resources for Civil Service and Foreign Service employees.
  • Provides mediation for job performance issues and disputes between employees and supervisors coordinates resources within the State Department to provide further assistance when indicated.
  • Directs or collaborates in determining and implementing division and office business roles, responsibilities, rules and processes.

  • Must be able to obtain and maintain a Secret security clearance.

  • New supervisors must successfully complete a 1 year probationary period.


Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must meet ONE of the required basic entry qualification requirements described below:

BASIC REQUIREMENTS:

Have an undergraduate degree from an accredited college or university in social work;

OR

Have fulfilled all the requirements for the master's degree in social work from an accredited college or university accredited by the Council on Social Work Education.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service. Qualifying specialized experience must demonstrate the following:
  • Experience with deployment stress management program development and policy writing.
  • Experience with conducting high stress prevention webinar and presentation to senior leaders.

Qualified candidates are assigned a score between 70 and 100.
