This position is located in ETA's Office of Foreign Labor Certification (OFLC) in Washington DC. OFLC provides national leadership and guidance concerning foreigners seeking admission to the U.S. in order to work.

Responsibilities

GS-15: The incumbent for this position will serve as the principal Deputy Administrator overseeing the development and implementation of legislation, regulations, and policies for employment-based immigration programs, and the formulation of strategic plans, budgets, and human resource investments for the organization.

Responsible for providing leadership and management guidance in developing and implementing regulations, policies, and standard operating procedures related to the administration of foreign labor certification programs. Providing leadership and management guidance in developing and implementing strategic programmatic plans, human resources, and budgets, including contracts, grants, and other organizational resource investments.

Responsible for the oversight and fostering the building coalitions, strategic partnerships with internal and external stakeholders on substantive issues of mutual concern regarding the effective administration of foreign labor certification programs. Responsible for providing leadership and management guidance over OFLC stakeholder engagements, conducting senior-level briefings with a wide variety of external stakeholders, and preparing and delivering briefings to Agency and Departmental senior executives.

Provides internal leadership and management guidance related to administrative, policy, and programmatic operations of OFLC programs.

Oversees the preparation of senior level recommendations and reports, that includes researching, drafting, and/or reviewing Congressional and internal government audit responses.

Oversees the responses to complex requests for technical assistance and information management in the assigned area of administrative and program responsibility. Reviews and edits of formal correspondence to the appropriate community and other interested stakeholders.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service. Specialized Experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.
Applicant must meet all examples of the specialized experience as described below.

• Experience planning, analyzing, and formulating legislative, regulatory, and policy initiatives with national impact on the administration of employment-based immigration programs authorized under the Immigration and Nationality Act (INA);
• Experience managing and conducting engagements with external stakeholders, including Members of Congress, trade union and business organizations, worker advocacy organizations, or other governmental and non-governmental organizations; and
• Experience managing or overseeing the strategic planning and formulation of budget, human resource, or technology investments at an organizational level.
