Summary

This position is located in the U.S. Department of State, Bureau of Information Resource Management (IRM), Deputy Chief Information Officer for Operations (OPS), Cloud Program Management Office (CPMO). The incumbent performs a wide range of complex and challenging IT activities and functions as a key advisor to the Director, Cloud Program Management Office in monitoring evolving Cloud Service Provider (CSP) capabilities and translating business requirements into solutions.

Responsibilities

  • Implements and manages metric/usage tools to recommend service optimizations and develop and publish architecture dashboards for service segments categorized by a standard services taxonomy and Federal Enterprise Architecture Framework (FEAF).
  • Reviews and updates existing technical architecture including systems, applications, systems, applications, hardware products.
  • Oversees the resolution of complex infrastructure management issues to achieve quality objectives and requirements in the provision of information technology services to customer bureaus and offices throughout the Department.
  • Carries out duties and responsibilities typical of a second level supervisory position in DOS, such as establishing goals, objectives and plans for the staff. Determines priorities and plans the work to be performed.
  • Executes technical, business, and security IA assessments to support decision making related to business case approval and investment alignment.
  • Serves as liaison with higher level management and technical experts throughout the Department to resolve complex technical issues and to coordinate and maximize the implementation of infrastructure enhancements to information technology services.

  • Must be able to obtain and maintain a Top Secret security clearance.
  • New supervisors must successfully complete a 1 year probationary period.

Applicants applying for the GS-15 grade level must meet the following requirements:

Have IT-related experience demonstrating EACH of the four competencies AND the specialized experience listed below:
  • Attention to Detail - Reviews and updates existing technical architecture including systems, applications, networks, software products, hardware products.
  • Customer Service - Collaborates with customers and stakeholders to identify variances and arrive at solutions that are in accordance with the Department's overall Strategic Plan and IT Strategic Plan.
  • Oral Communication - Serves as liaison with higher level management and technical experts throughout the Department in order to resolve complex technical issues and to coordinate and maximize the implementation of infrastructure enhancements to information technology services.
  • Problem Solving - Oversees the resolution of complex release management issues which are of vital importance to achieving quality objectives and requirements in the provision of information technology services to customer bureaus and offices throughout the Department.

  • AND

    Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

    Qualifying specialized experience must demonstrate the following:

    Experience implementing and maintaining cloud products and services (such as Amazon Web Services, G-Suite, MS Azure, Google Cloud Platform) to fulfill customer requirements.

    Experience reviewing and updating technical architecture including systems, applications, systems, applications, and hardware products.

    Experience overseeing the resolution of complex infrastructure management issues.

    Experience executing technical, business, and security IA assessments to support decision making related to business case approval and investment alignment.

    Experience planning, organizing and/or managing the development and delivery of a broad range of problem resolution and technical support services.

    Experience serving as a liaison with higher level management and technical experts to resolve complex technical issues and to coordinate and maximize the implementation of infrastructure enhancements to information technology services.

    NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    There is no substitute of education for specialized experience for the GS-15 position.

    • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;

    Qualified candidates are assigned a score between 70 and 100.
