Responsibilities

As a Supervisory Human Resources Specialist (Director, Talent Acquisition Unit) you will be responsible for:
  • Directing operations staff in the delivery of HR services to DFC for Classification, Staffing, Recruitment and Outreach, Diversity and Inclusion, Compensation, Employee Development, Student Programs, Human Resources Information Systems, and Processing Personnel Actions services.
  • Providing experienced leadership to HR program managers in the operational aspects of their programs.
  • Exercising technical authority for all operational aspects of assigned HR program activities, directing teams of HR Specialists and assistants in the accomplishment of the day-to-day processing of personnel actions. Assures timely and accurate processing of a wide variety of actions for the DFC serviced population.
  • Establishes and tracks specific assigned internal projects and oversees the accomplishment of the work. Responds to complex and controversial inquiries, developing responses for high-level managers. Through these and similar tasks the incumbent relieves the Deputy Chief Administrative Officer (DCAO) of the day-to-day operational activities of the office.
  • Provides assistance to the DCAO and the Accountability/Policy Program Manager in the development and implementation of the DFC-wide HR Accountability Plan and ensures consistency with DFC Mission and Vision as well as operational HR requirements.
  • Conducts broad and often complex research of the U.S. Code, new legislation, the Code of Federal Regulations, OPM directives and guidance, Comptroller General decisions, and a variety of other sources within and outside of government. Research may be in any of the HR program areas. Applies research in order to ascertain program requirements, to formulate new HR program proposals and to develop and present management options for handling difficult and sensitive issues and problems.
  • Develops internal systems, guidelines and procedures for HR program operations and quality control. Provides leadership to address critical HR systemic issues. Identifies and evaluates alternative solutions and recommends optimum corrective action(s).

Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than 30 days after the closing date of this announcement.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service that demonstrates your ability to:
  • Lead the delivery of HR services in at least two of the following areas: Classification, Staffing, Recruitment and Outreach, Diversity and Inclusion, Compensation, Employee Development, and Executive Resources.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
