Responsibilities

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Physical Security Specialist, you will:
  • Provide close personal protection to a Presidential Cabinet member [SOHUD] or designated official.
  • Establish and maintain effective liaison with local, state, federal, and foreign law enforcement representatives, working closely to acquire or exchange protective intelligence information, updates security and movement plans, secures cooperation, assistance and/or additional security resources, vehicle assets, weapon and foreign country clearances, local security, coordinates joint activities, assignments and operations, and identify and resolve related problems. Coordinate dignitary and VIP visits to HUD.
  • Has face-to-face or telephone contact with Presidential Cabinet Members, Members of Congress, State Governors, Mayors, Internationally recognized representatives of the news media and other high level officials, and/or dignitaries.
  • Advise and consult the Director, PSD concerning the results of administrative inquiries and investigations and assesses the impact thereof upon the security operations and responsibilities of the PSD.

The official duty station for this position will be in Washington, DC. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Qualifications

Age Restriction: Minimum Age Limit: An applicant must be at least 21 years of age to enter a position covered by a law enforcement retirement plan. The date immediately preceding an individual's 37th birthday is the maximum entry age for original appointment to a law enforcement officer position.

This requirement does not apply to a) Preference-eligible veterans; OR b) Individuals who are 37 years of age or older and have previously served in law enforcement officer positions that were covered by a special law enforcement retirement plan.

Medical Requirements: 

The duties of positions in this series require moderate to arduous physical exertion involving walking, prolonged periods of standing, use of firearms, impact weapons, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good distance vision in each eye, correction permitted, to 20/20 is mandatory. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicant must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to him/herself, or others is disqualifying. 

This position requires that you have prior law enforcement certification. Based on this requirement, at the time of appointment you will be required to have completed a certified basic police academy, Federal law enforcement training program or military equivalent, or have been previously deputized as a U.S. Marshall, through the U.S. Marshall Service.

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

- Experience investigating security problems and developing alternative solutions; AND
- Applying risk assessment methods, threat assessment principles and physical security practices in order to make recommendations, plan, evaluate and develop physical security program components for the protection of resources and high-value assets.


For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:

-Applying risk assessment methods, threat assessment principles and physical security practices in order to make recommendations, plan, evaluate and develop physical security program components for the protection of resources and high-value assets.
OR
You can qualify based on education which includes Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M.; in order to be qualifying, education must be in a related field.
OR
A combination of the following: more than 2 full years of progressively higher level graduate education leading to a master's or equivalent graduate degree, if related, and experience, may be used to meet total qualification requirements. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.


For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:

-Assisting with applying physical security practices in order to make recommendations for physical security program components for the protection of resources and high-value assets;
OR
Education: Master's or equivalent degree in a field related to this position or 2 full years of progressively higher level graduate education leading to Master's Degree, LL.B. or J.D., if related;

OR
You may qualify by a combination of experience and education.
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent or more to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants.


Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.

For the GS-11, you must have been at the GS-09 level for 52 weeks.

For the GS-09, you must have been at the GS-07 level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

-Incumbents will receive 25% administratively uncontrolled overtime pay (AUO) as compensation for hours of duty that cannot be controlled administratively and which requires substantial amounts of irregular, unscheduled overtime work.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.

- Obtain and use a Government-issued charge card for business-related travel.

- Possess a valid state motor vehicle operator's license or Commercial Driver's License (CDL) upon appointment and maintain a valid license while you occupy the position.

-If selected for the position, you are required to undergo and pass a physical examination administered by the federal government to receive a final offer of employment.

-Additional requirements: Must qualify with and carry a firearm.
