By way of background, the purpose of the fund is to provide universal maternal mental health screening to low-income women in DC during and after pregnancy, to provide interventions for those mothers who are identified to be at-risk during the screening process, and to deliver early interventions for children whose mothers experienced mental health disorders during their pregnancy.

The Program Manager will provide knowledge/support, monitoring progress /results and produce reports to team leaders and management. Will also utilize appropriate project management tools and methodologies, proactively engage with partners throughout the Institution, maintain communications, and strategize collaboratively with department and Center leadership.

Qualifications

Minimum Education
Bachelor's Degree- Related field (Required)
Master's Degree- Business, Healthcare Management or Finance (Preferred)

Minimum Work Experience
5 years- Related and progressive experience (Required)
3 years- Management/supervisory experience (Required)
3 years- Experience in writing/ communications, healthcare administration and non-profit management (Preferred)

Required Skills/Knowledge
Familiarity and experience with electronic database research tools, including use of the Internet.
Understanding of management information systems and technology is helpful.
Full command of Microsoft Word, Excel and/or similar software applications.

Functional Accountabilities

Service/ Program Administration and Implementation
1. Implement strategic plan through management of day-to-day operations of department/ service area; troubleshoot operational issues and
2. develop action plans to resolve.
3. Collaborate with Director on significant operational issues/barriers.
4. Assist Director in development, implementation and evaluation of services, programs, policies and procedures, and performance standards to achieve departmental goals.
5. Develop and implement systems to monitor and improve performance and service quality.

Budget and Financial Management
1. Prepare documentation and projections to support the operating and capital budget planning process.
2. Evaluate and recommend purchase of new equipment needed to maximize productivity and quality of care.
3. Implement actions to facilitate meeting budget requirements and administer programs within budgetary guidelines.
4. Monitor monthly performance reports and budget variances and resolve discrepancies as needed.
5. Evaluate reimbursement and denial trends and develop and implement action plans to address issues.

Program Evaluation & Enhancement
1. Assist in the development, evaluation and implementation of new ventures, services and partnerships.
2. Work with the Director to develop evaluation tools to measure each aspect of clinical delivery.

Grants Management
1. Identify new sources of funding and write template proposals.
2. Assist Foundation to prepare grant reports two weeks prior to due date, include expense report/statements for director's edit and approval.
3. Monitor monthly special purpose funds performance reports and resolve discrepancies as needed.

Human Resources Management
1. Collaborate with director in all hiring and disciplinary actions.
2. Ensure all personnel records are complete and annual reviews are completed in a timely fashion.
3. Ensure all personnel are in compliance with Occupational Health requirements.
4. Ensure all clinical personnel are in compliance with the Medical Staff Office.
5. Ensure training and competency of all administrative staff with documentation as required by JCAHO standards.
6. Manage all employee grievances, worker's compensation, or occupational health concerns in collaboration with the director and the appropriate CNMC department.

Community Outreach
1. Collaborate with Government and Community Affairs department to schedule mobile medical units at community events.
2. Serve as the liaison between CNMC, CHP-DC and community leaders.
3. Ensure the availability of promotional items at community events.

Project Management
1. Develop business plans for new programs, sites, or equipment.
2. Create project plans with milestones, deliverables, and accountability assignments.
3. Deliver projects on time and on budget.

Safety
1. Speak up when team members appear to exhibit unsafe behavior or performance
2. Continuously validate and verify information needed for decision making or documentation
3. Stop in the face of uncertainty and takes time to resolve the situation

Organizational Accountabilities
Clinic Operations/ Facility Management
1. Monitor clinic flow, to implement performance improvement initiatives to ensure physician and staff productivity .
2. Ensure the reconciliation of patient visits with charge documents and the timely submission of charge tickets and statistics.
3. Participate in the establishment and revision of procedures, performance standards and productivity targets for the administrative staff.
4. Ensure a safe, secure and clean work and patient care environment; include full functionality of equipment; interact with the applicable business contacts/service vendors to ensure the availability of services and compliance with JCAHO standards.
5. Monitor space utilization to ensure that proper use of space and expansion needs are met.
