The Sr. Video Engineer for Telehealth Services and Videoconferencing will lead and manage the development, implementation, and administration of all technical operations, systems, and infrastructure for Telehealth and enterprise videoconferencing network. The Sr. Video Engineer will research, design, implement, maintain and improve video networks and web-based tools in support of clinical, education, and administrative initiatives. He/she will develop and enforce operating protocol and standards to ensure an effective, expandable network that links Children's National Medical Center campus with remote regional, national and international locations.

Incumbent should have a strong understanding of video network operations, detail-level and strategic -level infrastructure plans and organizational culture. Possess the ability to think analytically and problem-solve. Exhibits diplomacy, self-motivation and strong interpersonal skills. Well-organized with demonstrated ability to multi-task and meet critical deadlines.

Functional Accountabilities

Network Development
1. Implement strategic plan through management of day-to-day operations of department/service area; troubleshoot operational issues and develop action plans to resolve.
2. Ensure quality of telehealth/video network operations throughout the institution.
3. Provide planning, direction, leadership and advanced technical expertise in the establishment and operation of complex computer and network telehealth services.
4. With Executive Director, serve as technical point of contact and liaison with external vendors, review vendor products and facilitate vendor interviews, presentations; evaluate, select and manage procurement of appropriate equipment, carriers and services.
5. Participate in the development of telehealth/videoconferencing technical policies and procedures; develop and verify the technical plan for telehealth proposals in conjunction with the project sponsors.
6. Provide technical guidance and leadership to CNMC staff and other partners; clearly communicate with end-users.

Network Management
1. Develop project plans in conjunction with directors, CNMC staff, and project partners; manage project timelines to ensure quality and to maximize efficiency of technical operations.
2. Maintain trouble-tickets, preventive maintenance, and end-user training and support.
3. Manage multiple priorities while identifying and escalating risks.
4. Manage all vendor implementation timelines and ensure installation, testing and execution of stated deliverables.
5. Ensure compatibility, efficiency and integration of video network/telecommunication system hardware, software and network system requirements; review and oversee the creation of network designs, equipment specifications, systems requirements and/or service options.
6. Lead, facilitate and/or participate actively on assigned project teams; facilitate follow through on all action items.

Network Application & Evaluation
1. Assist in the development, evaluation and implementation of new technologies, services and partnerships.
2. Maintain knowledge of current technology developments and emerging trends in IP video conference components, including endpoints, Multipoint Control units, and store-and-forward technologies.
3. Provide leadership in telemedicine/video network security and encryption.
4. Demonstrate proficiency in networking, engineering and videoconferencing in a multi-campus environment and coordinate wired/wireless equipment, routing, testing, modification of complex systems with the hospital network infrastructure group.
5. Work with all areas of the hospital and appropriate supervisors to ensure that team provide excellent customer service.
6. Respond to system outages by performing troubleshooting and diagnostics of systems, and collaborate with local technicians and third-party vendors.
