Position Information

The Department of Evironmental Services (DES) is seeking a Construction Section Program Manager. This position is in the Engineering Bureau, which provides full-scale surveying, design, and construction management and inspection services for Arlington County's urban horizontal public works infrastructure projects. The portfolio of projects typically consists of approximately 20 projects in various stages in the disciplines of Multimodal Transportation, Stormwater, Water Distribution, Wastewater Collection, and Dry Utilities. The projects are complex with competing interests in a constrained urban environment and construction costs range from $50k to $20m.

Duties include:
  • Supervising 2 Construction Management Supervisors and indirectly supervising approximately 10 Construction Management Specialists and 15 Inspectors;
  • Developing and updating a Staff Resource Allocation Plan which incorporates current and projected future workload and accordingly allocates staff resources;
  • Creating Construction Oversight Work Plans by assigning optimized levels of construction oversight personnel resources to each construction phase of a project, and tracking actual usage against Work Plans;
  • Partnering with Design Engineers to contribute construction engineering perspectives to development and analysis of project alternatives;
  • Overseeing the development of construction schedules for horizontal public works infrastructure projects;
  • Monitoring progress of all ongoing construction projects against contract schedules and budgets, implementing strategies to avoid delays and cost overruns, and applying mitigation measures and rescue plans to recover schedule and limit cost implications;
  • Identifying potential construction contractor non-performance, claims, or disputes and resolving to the County;
  • Serving as primary escalation path for field issues reliant on third parties such as utility companies or State permitting agencies;
  • Serving as the County's technical expert and ultimate authority on construction issues for horizontal public works infrastructure projects;
  • Implementing best practices relating to horizontal public works construction Quality Assurance and project management, such as minimum acceptance criteria checklists and record-keeping requirements; and
  • Establishing ongoing training for Construction Management Section covering financial management, project management, progress reporting, Change Order document development and technical inspection oversight.
The successful candidate will possess:
  • A proven track record of successfully working with various stakeholders and strong leadership qualities;
  • Experience implementing best practices in construction oversight, documentation, and financial compliance;
  • Knowledge of public agency contracting regulations and requirements for construction projects;
  • Experience analyzing complex construction situations and determining an effective course of action; and
  • Effectively delivering verbal presentations and responding to questions on complex construction issues to community groups, business associations, and the general public.


Selection Criteria

Minimum: Bachelor's degree in Civil Engineering, Construction, or a closely related field, plus considerable experience in Construction of public works infrastructure projects.

Substitution: Experience may not be substituted for the degree requirement. A Master's Degree in Civil Engineering or Construction may be substituted for one year of Engineering experience.

Desirable: Preference may be given to candidates with a Master’s Degree in Civil Engineering, Construction, or related field and experience in one or more of the following;
  • Supervisory/Management;
  • Projects in constrained urban areas;
  • Program management Managing large and complex horizontal public works infrastructure projects at a supervisory level; and
  • Construction dispute resolution, including defending against claims and seeking remedies against contractor non-performance.

Possessession of one or more of the following Certifications/License:
  • Professional Engineer (PE);
  • License in Virginia or a state with reciprocity;
  • Certified Construction Manager (CCM); and
  • Project Management Professional (PMP) certification.


Special Requirements

The applicant must possess, or obtain by the time of appointment, a valid Driver License, or the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. If the applicant possesses or acquires a license, the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record.

Any offer of employment is contingent upon a favorable review of the applicant's driving record. A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.

Completion of the Commonwealth of Virginia Statement of Economic Interest form will be required of the successful candidate upon hire and annually thereafter.

Additional Information

Work hours: 8:00 a.m. - 5:00 p.m. Monday- Friday, with flexibility.

Employees who are registered as a Professional Engineer will be eligible for an additional pay premium of $2,600 annually.

The official title for this position is Construction Management Section Supervisor.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
