Duties

Summary

This position is located within the United States Department of Agriculture, Agricultural Research Service, Information Technology Services Division (ITSD), with two vacancies in Washington, DC and one vacancy in Beltsville, MD.

The purpose of this position is to manage Internet-based activities, including the testing, implementation and maintenance of state-of-the-art Web services; and providing guidance to ensure the consistency, security and quality of web content and services.

Responsibilities

  • Provides technical expertise in software architecture, design, development, testing, and implementation of applications and support data structure design, and provides technical expertise in the integration of software and data assets.
  • Works with other specialists to ensure that appropriate system, virus scanning, operating system, and middleware application security patches and updates are current.
  • Monitors and analyzes usage statistics to identify trends that lead to new Web-based requirements and the elimination of unnecessary Web systems and evaluates technical developments of Web applications to enhance application efficiency and security.
  • Researches emerging technologies and proposes new initiatives to improve Branch operations and services to the public through Web-based solutions, identifies development needs, prioritizes projects and creates and drives project timelines.
  • Manages ITSD Internet-based activities, which includes developing and maintaining the Internet, intranet, File Transfer Protocol (FTP), and middleware Web sites.
  • Interprets and incorporates all relevant information technology guidance, laws, security requirements, and regulations into all Internet services.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:
Applicants must have one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level).


Basic Requirements:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate Attention to Detail - Is thorough when performing work and conscientious about attending to detail. At the GS-12:
Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with developing and implementing web systems or software applications; managing an organization's Internet-based activities; and providing recommendations to ensure the security or quality of web content or software application and services.

At the GS-13:
Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience developing and implementing web systems or software applications; managing an organization's Internet-based activities; and providing recommendations to ensure the security or quality of web content or software application and services.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Beltsville, MD will only be making selections at the GS-13 level.
  • Washington, DC will be making selections at both the GS-12 and GS-13 level
