Summary

This position is located in the Office of National Programs (ONP), Agricultural Research Services (ARS), United States Department of Agriculture, in Beltsville, MD.

The primary purpose of this position is to provide leadership and direction for national and regional research programs related to development of integrated pest management programs for invasive weeds and insects affecting agricultural crops, rangelands and natural ecosystems

Responsibilities

  • Provides technical leadership and guidance in the area of Invasive Weeds and Insects.
  • Coordinates scientific research programs in the area of Invasive Weeds and Insects.
  • Participates in the review of scientific manuscripts as a reviewer or designator of peer reviewer(s) when strong differences of scientific opinion exist or arise.
  • Responsible for fiscal planning and providing input on budget initiatives for funding high priority research areas.
  • Develops National Research Programs, evaluates programs, reviews progress of research, interprets and documents research outcomes and impacts, and develops research initiatives.
  • Manages multidisciplinary research programs related to invasive pests and coordinates team based multidisciplinary studies.
  • Establishes and maintains communication with ARS research leaders and non-ARS research organizations in the field of expertise to assure that ARS research programs are kept up-to-date scientifically.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements for the 0401 series:

Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; or a combination of courses equivalent to a major, as shown above, plus appropriate experience or additional education.

OR

Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
AND
In addition to meeting the basic requirement applicants must also possess the specialized experience below.


Specialized Experience : Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

GS-15: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience conducting research in the area of invasive pests or that resulted in peer reviewed journal articles, or patents; and providing senior level technical leadership in the area of invasive pests.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
