Summary

This position is located at the Pamunkey PRC Program, Richmond, VA. The purpose of the position is to ensure timely management of authorizing documents, accurate and courteous patient in and out-take and complete an accurate control system of a program which manages the contractual aspects of medical and hospital service the qualified population eligible for emergency medical services, elective and/or supportive medical and specialized medical services in accordance with established priorities.

Responsibilities

  • Conducts on-site patient interviews to establish qualification of patients for PRC services and completes and maintains applications for medical care.
  • Checks if patients are eligible for alternate resources (i.e. Medicare, Medicaid, Department of Veterans Affairs, private insurance, state and local programs, etc.)
  • Input data in RPMS, CHIS and RCIS including patient registration system; update information as necessary; input patient referrals in the RCIS system; and create purchase orders in CHMIS for medical services.
  • Explains and interprets regulations and policies to health service providers and recipients.

Measles and Rubella immunization required for selectees born after 1957. Seasonal Influenza immunization is required for civilian health care facility staff working in Indian Health Service health care facilities.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

MINIMUM QUALIFICATIONS:
GS-5: One year of specialized experience equivalent to at least the GS-4 grade level or four years of progressive education above high school.
GS-6: One year of specialized experience equivalent to at least the GS-5 grade level.
GS-7: One year of specialized experience equivalent to at least the GS-6 grade level.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled.
Specialized Experience Required GS-5: Experience is under close supervision and auditing of work; experience is obtaining patient registration information; input patient data electronically; conducting on-site patient interviews to establish qualification of patients for purchase and referred care (PRC) services; experience checking if patients are eligible for alternate resources (i.e. Medicare, Medicaid, Department of Veterans Affairs, private insurance, state and local programs, etc.).
Specialized Experience Required GS-6: Experience is done independently with little auditing of work; experience is obtaining patient registration information; input patient data electronically; conducting on-site patient interviews to establish qualification of patients for PRC services; experience checking if patients are eligible for alternate resources (i.e. Medicare, Medicaid, Department of Veterans Affairs, private insurance, state and local programs, etc.); experience initiating medical authorizations to include hospitalizations and medical fees for qualified patients; experience reviewing the accuracy of authorization documents to include patient information, clinical data, obligation signatures, certifications signature and fiscal data.
Specialized Experience Required GS-7: Experience is done independently and may train staff and resolve non routine issues; experience is obtaining patient registration information; input patient data electronically; conducting on-site patient interviews to establish qualification of patients for PRC services; experience checking if patients are eligible for alternate resources (i.e. Medicare, Medicaid, Department of Veterans Affairs, private insurance, state and local programs, etc.); experience initiating medical authorizations to include hospitalizations and medical fees for qualified patients; experience reviewing the accuracy of authorization documents to include patient information, clinical data, obligation signatures, certifications signature and fiscal data.
You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.

Recruitment or relocation incentives may be authorized. At least a 6 month service agreement will be required.

This position has promotion potential to the GS-07 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval. Promotion to the next higher grade level is not guaranteed and no promise of promotion is implied.
