Policy, Research and International Affairs (PRI) serves AARP by leading the development and articulation of AARP's public policies, research and insights on the 50+ and issues that matter to them, importing best global practices, and strengthening AARP's reputation for world class expertise and thought leadership.


Reporting to the VP, Health Security in the Public Policy Institute (PPI), the Director of State and Federal Health Programs is a senior level professional with extensive health policy development and research experience who oversees PPI activities related to state and federal health care coverage and programs, focusing on areas such as Medicaid, Medicare, and delivery reform.

This leader manages a team of senior subject matter experts and, in collaboration with the VP of Health Security and key internal stakeholders, leads the team in setting the strategic agenda for PPI's work in the above issues, ensuring alignment with Enterprise priorities and goals. Team activities include policy analysis and research, modeling and projections, solution development, thought leader outreach, writing, presenting, and convening internal and external events.
As a leadership team member on the Health Security team, works collaboratively with the Director of Health Care Costs and Access supporting the VP in the management of the overall Health Security team.

As a subject matter expert (SME), presents, writes, and represents PPI and AARP at high-level internal and external meetings as a recognized thought leader in area of expertise and advances Enterprise-priorities partnership with other business units across AARP, leading where appropriate.

Leveraging a strong understanding and deep knowledge of Medicaid expansion, state waiver activities, and other Medicaid issues, leads team by providing strategic direction and thought leadership on the relevant issues, building a multi-year policy research agenda and prioritizing activities of the team to reflect PPI and AARP goals and vision. Serves as the PPI lead expert on Medicaid issues for the AARP Enterprise, collaborating with the Director of Long Term Services and Supports (LTSS) in the Home, Family and Community Team on issues requiring deep expertise in LTSS.

Works collaboratively with other teams within PPI, PRI, as well as with other AARP business units, including participating or leading cross-team or cross-enterprise initiatives. PPI collaborators include Home, Family, and Community team members that cover LTSS and caregiving issues, and the Center to Champion Nursing in America, among others.

Manages team members to encourage expansive thinking, to be inclusive in approach, and solutions-focused. Includes ensuring team capacity to provide subject matter expertise and strategic policy guidance on key Enterprise issues, including those relevant to state offices.

Supports team members to transition from subject matter experts to thought leaders by providing mentorship, offering direction, and identifying opportunities.

Ensures team products (research or policy papers, convenings, and other products) meet established quality standards and stated expectations.

Manages budgetary resources to enable the team to execute and meet PPI and AARP's strategic objectives and meet budgetary goals.

Advises AARP leadership as requested on state and federal health program & policy issues.

Builds strategic relationships with internal colleagues and navigates complex environment to achieve results.

Builds partnerships with external organizations and key influencers to raise visibility, scale, and maximize impact of PPI solutions.

Represents AARP at high impact external engagements, including external speaking engagements, advisory committee participation, conferences or other relevant convenings to advance AARP's priorities and articulate a person- and family-centered perspective.

Provides change leadership through clear articulation of AARP's and PPI's strategic goals and the opportunities for each individual within the team to align performance for success.

Demonstrates AARP values and leadership competencies in all interactions.

Master's degree, or equivalent, and 10+ years of relevant experience in state or federal government, private sector or non-profit engaged in policy development and research, with demonstrated knowledge and understanding of public programs and the health care system, and history of writing and presenting on their area of expertise. Particular preference given to candidates with significant experience working on Medicaid issues at the federal level and/or state-level, or with a focus on state-level delivery system reform that includes Medicaid.

Demonstrated leadership in building a robust health policy research agenda to achieve stated goals, including through consensus building and outreach to relevant stakeholders.

Demonstrated strategic thinking and planning skills and the ability to communicate strategic plans to the team and to others.

Minimum of 5+ years managing a diverse team of professionals, with demonstrated success in managing teams for results, and in mentoring and developing team members. Comfortable managing as well as executing projects as required.

Demonstrated ability to work and collaborate effectively in a team environment, including building strategic partnerships with internal and external colleagues to advance stated policy goals. Demonstrated experience successfully navigating a large, complex environment is highly desirable.

Excellent oral and written skills, including an ability to communicate complex policy ideas and analyses to a broad and diverse audience.

Ability to develop, manage and oversee budgets with accuracy and precision.

Substantive expertise in state and federal health programs and policies, particularly Medicaid expansion and waiver activities, and cultivated network of professional relationships in health policy.

Understanding of state and federal political environments when building a strategic policy research agenda.

Ability to provide strategic direction and quality oversight for the research (both quantitative and qualitative) and analysis that will be conducted or commissioned by team members.

A collaborative approach, specifically with colleagues in PPI and other business units in AARP, as well as with external colleagues, to advance initiatives.

The ability to persuade and negotiate in order to achieve a common vision and execute an agreed-upon strategy for accomplishing goals.
