Responsibilities

Serves as an Evaluator within the Survivability Evaluation Directorate. The Survivability Evaluation Directorate serves as the AEC focal point responsible for specialized technical expertise and guidance on all aspects of system evaluation of the following survivability domains: cybersecurity, electromagnetic environmental effects; countermeasures; chemical, biological, radiological, and nuclear survivability; electronic warfare; Soldier survivability, and ballistics and lethality.

Performs integrated survivability evaluation for assigned weapon systems. Responsible for the planning, analyzing, evaluating and reporting of survivability domains: cyber security, electromagnetic environmental effects; countermeasures; chemical, biological, radiological, and nuclear survivability; electronic warfare; Soldier survivability, and ballistics and lethality in all system documentation relating to test and evaluation (T&E ) in accordance with DOD and Army policies.

Interacts with program managers and other members of the acquisition community to ensure a comprehensive Test & Evaluation program is conducted. Prepares written analysis, evaluations, and briefings to support Army and DOD materiel decision-making.

  • Employee must obtain and maintain a Secret security clearance. Acquisition Corps membership is required once incumbent reaches GS 13 equivalency.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • This position requires the employee to occasionally travel away from the normal duty station up to 25% of the time.
  • A Two year probationary period may be required.
  • Employee must be Level III certified in the acquisition career field of Test and Evaluation within 24 months of entrance on duty.
  • Acquisition Corps membership is required once incumbent reaches GS 13 equivalency.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). SPECIALIZED EXPERIENCE: To qualify based on your experience, your resume must describe at least one year of specialized experience. This definition of specialized experience is at the NH-02/GS-11 equivalent grade/pay band in the federal service, which prepared you to do the work in this job. Specialized experience is defined by performing the following duties: 1) Developing test and evaluation strategies to assess threat effects on acquisition programs, AND 2) Planning integrated survivability tests and evaluations of systems, AND 3) Evaluating/reporting mission effects on systems.

You will be evaluated on the basis of your level of competency in the following areas:

ALL candidates must possess the Basic Educational Requirement to be considered for this position in addition to meeting the above specialized experience.

Basic Educational Requirement-Engineer (0800)(Transcripts Required):

A. I have successfully completed a full four-year professional engineering curriculum leading to a bachelor's or higher degree in engineering in an accredited college or university. The curriculum included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (NOTE: You must provide college transcripts to support educational claims) OR
B. I have successfully completed a full four-year professional engineering curriculum leading to a bachelor's or higher degree in engineering from an accredited college or university that has an engineering curriculum accredited by the Accreditation Board for Engineering and Technology (ABET). (NOTE: You must provide college transcripts to support educational claims) OR
C. I have successfully passed the Fundamentals of Engineering (FE) Exam (formerly known as the Engineer-in-Training or EIT), or the written test required for professional registration administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. I have completed all the requirements for a bachelor's degree in engineering technology (BET) from an accredited college or university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or I have completed a BET from an ABET accredited program. (NOTE: You must provide college transcripts to support
educational claims and certificate of completed EIT exam) OR
D. I am registered as a Professional Engineer in the District of Columbia, Guam, Puerto Rico, or any State in the United States. The registration is based on a written examination given by the State Board. (NOTE: You must provide a copy of your professional engineering license and college transcripts to support educational claims) OR
E. I have a combination of at least four years of college level education, training, and/or technical experience that included successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses listed in paragraph "A" above. Course work completed is fully acceptable toward the requirements of a professional engineering curriculum. (NOTE: You must provide college transcripts to support educational claims) OR
F. I have successfully completed a four-year curriculum leading to a bachelor's degree in engineering technology or in a related scientific curriculum such as physics, chemistry, architecture, computer science, mathematics, hydrology, or geology; and, I have at least one year of professional engineering experience under the guidance and supervision of a professional engineer.(NOTE: You must provide college transcripts to support educational claims and proof of one year of professional engineering experience under the guidance and supervision of a professional engineer )

Basic Educational Requirement- Operations Research Analyst Series 1515 (Transcripts required):
Bachelor's degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Basic Educational Requirement- Computer Scientist Series 1550 (Transcripts required):
A. I have successfully completed a bachelor's degree in computer science. OR B. I have successfully completed a bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

Basic Educational Requirement- Physical Series 1301 (Transcripts required):
I have successfully completed a bachelor's degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR I have a combination of education and experience - education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Education

There is an education requirement for membership in the Acquisition Corps which includes:

Baccalaureate degree from an accredited educational institution (you must submit your transcripts)

Or

Possess significant potential for advancement to levels of greater responsibility and authority

And

At least 24 semester credit hours of study at an accredited institution of higher education from among the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management

Or

At least 24 semester credit hours of study at an accredited institution in the individual's AT&L Career Field and either 12 semester credit hours from among the above-listed disciplines or training in these disciplines equivalent to the 12 semester credit hours. (Training courses that carry an American Council of Education (ACE) credit recommendation may be used for equivalency.) ACE credit recommendations may only be used to meet the 24 semester hour standard for Acquisition Corps membership if those credit recommendations have been accepted by and appear on an official transcript from an accredited institution of higher education. DAWIA provides the option to substitute equivalent training for the 12 semester credit hours applied to the 24 hours in the individual's AT&L Career Field and 12 hours in the covered disciplines. This does not apply to the option for 24 semester credit hours in the covered disciplines.

The educational requirements outlined under the "Requirements" section must be met and verified. Submit the following documents so a determination can be made.

Acquisition Corps Members - Submit either your Acquisition Corps Membership Certificate; membership letter from the Agency's Director, Acquisition Career Management, Acquisition Career Record Brief (ACRB) or agency ACRB equivalent document.

Non-Acquisition Corps Members - Submit your transcripts. Additional documentation maybe required if you are selected and placed at the top of the pay band.
