The mission of the Department of Environmental Protection (DEP) is to enhance the quality of life in our community by protecting and improving
Montgomery County’s air, water and land in a sustainable way while fostering smart growth, a thriving economy and healthy communities.

DEP is seeking to fill a Manager II, a senior management position to provide leadership and management oversight and integration of  several key functional areas including program assessment, programs and project integration, performance metrics, and integration of IT  systems to enhance operational effectiveness. The individual will lead the newly created Strategic Services Division and will report to the  Deputy Director. It is a new position in the Department with a focus on bringing greater efficiency and  effectiveness to the Department’s  broadly scoped programs.

The successful candidate will be responsible for translating data and findings for a broad range of audiences and assist the program division  chiefs in the Department with meeting their project and program goals. The position is responsible for working with the Director and  division chiefs to identify performance metrics for assessing the effectiveness of program implementation and developing and implementing  the system for tracking and reporting of metrics. In addition, the position plans, directs and   implements all technology and processes  to generate the County’s annual Water Quality Protection Charge (WQPC), which is assessed to all property owners in the County and is  the basis of funds for the water quality improvement activities in the County.

This work requires the knowledge and technical expertise to use program assessment tools and approaches, knowledge of project management,
knowledge of county wide budget and financial systems, knowledge of a water quality protection funding mechanism and understanding  of how to identify customer service and system support needs.

Key responsibilities include, but are not limited to:
• Management and Implementation of the Water Quality Protection Charge Law, which entails implementation of legislation to generate  the WQPC; developing methodologies including modeling to analyze and present data; procedures for data management and analyses;  and processes to ensure accurate billing to county property owners. Overseeing projections of WQPC revenue to budget management  team and the appeals process of the WQPC.
• Management of Systems and Technology Utilization for DEP programs, which includes finalizing and approving development of GIS  layers for use in software for WQPC charge implementation; directing the department’s IT support services for all programs; and analyzing  and resolving complex software and hardware matters pertaining to networking connectivity issues and applications to meet  business needs.
• Development of relevant program metrics and assess progress against metrics, in cooperation with Division Chiefs and the Director,  which entails developing headline metrics consistent with the strategic goals of the County Executive; developing performance indicators  to track progress against the metrics; and managing the DEP process for reviewing metrics, reviewing program performance and  preparing reports for the Director and Chief Administrative Officer.
• Development of framework for assessing program effectiveness for DEP programs, which includes developing the process for performing
program assessments; and managing the process of assessing program performance including tracking of actions necessary to
address program effectiveness.
• Performing assessments of DEP programs, with goal of continuously improving program implementation to include identifying the program areas to be assessed on an annual basis in cooperation with Division Chiefs; completing program assessments in accordance  with procedures and annual program plan; and documenting the efficiencies gained, results shown, money saved, or other metrics.

The ideal candidate will have considerable knowledge of the legislation supporting water quality protection charges, strategic and operational
planning to adhere to laws, systems design and development processes and detailed knowledge of program assessment methodologies. In addition, the ideal candidate will have experience with technology to direct and manage a full range of IT support services for  multiple program areas including strategic planning, long term planning of data needs and uses and system security and back up procedures.

The successful candidate must have the ability to work in a collaborative environment within a large organization with multiple priorities;  have excellent interpersonal and communication skills; be able to deal tactfully, effectively, and equitably with people; be able to organize,  prioritize, and accomplish assignments/tasks on schedule; have a positive attitude; be team oriented, and work well under pressure.

This position requires the ability to attend meetings or perform work at locations outside the office, and occasional weekend and/or  evening work may be required.

As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment  based on mutual trust, respect, and cooperation.

NOTE: The Department of Environmental Protection will be relocating to Wheaton, Maryland in the summer of 2020.

MINIMUM QUALIFICATIONS
Experience:
Seven years of progressively responsible professional  experience in Technology Management and Business Administration,
three years of which were in a supervisory or executive capacity. Note: The term “executive” is further defined as a high echelon or  high level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making  duties and responsibilities that exerts considerable influence on organizational policy, plans, and operations through technical research,  management advisory services, and/or policy-making duties and responsibilities (e.g., County positions at Grade 30 or above).

Education: Graduation from an accredited college or university with a bachelor’s degree.

Equivalency: An equivalent combination of education or experience may be substituted.
