This position is located in the Department of Health And Human Services, Administration for Children and Families, Office of Administration (OA), Office of Workforce Planning and Development (OWPD) located in District of Columbia, District of Columbia.

Responsibilities

  • Analyzing and evaluating the management practices and methods, and administrative operations of substantive organizations and complex functions.
  • Providing expert analysis and evaluation of work processes and policies, management practices and work operations taking into full consideration complex legislative, programmatic and management issues and problems.
  • Developing implementation plans with milestones, timetables, audit trails, and evaluation procedures.
  • Reviewing and evaluating managerial policies and procedure to determine gaps where additional guidance is needed and analyzes the impact of new or proposed legislation on agency operations.
  • Compiling data and preparing complex administrative and management reports that emanate from the Department or higher echelons in the organization.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.

Specialized Experience:
GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service that includes the following:
  • Utilizing a wide range of qualitative and/or quantitative methods to assess and improve complex management processes and systems
  • Analyzing and evaluating the efficiency and effectiveness of management practices
  • Providing expertise when assessing the effectiveness of organizational management and administrative operations against best practices
  • Developing plans and strategies for the improvement of management and administrative functions.
  • Preparing administrative documents, policies, and procedures, to solicit, present, and gain the cooperation of others
Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
