Job Details

Serves as Program Analyst and Project Manager within the Support Directorate, under the general supervision of the Head of the Construction Branch, with primary responsibility in the planning, scoping, design, estimating, acquisition, construction, direction and execution of assigned projects. 

Coordinates and directs the implementation of construction program, to include support of Project Validation Assessments (PVAs), master planning, new stores, renovation, and expansion projects.  Interacts with Business Operations, local commands, and construction contractors to ensure compliance with approved branding, best practice, scope of work and approved budget. Adheres to effective project management and cost savings.

Supports acquisition plans and overall construction program by identifying and organizing responsibilities and support required to execute projects.  Develops and monitors project schedules, budgets for construction, design and construction management services, and collateral equipment.  Prepares purchase requests and independent government estimates (IGE) for construction, renovation, contract modifications, task orders, and delivery orders.  Works closely with contracting officers to ensure procurement integrity and separation of functions between Project Management and Contracting. 

Prepares Statements of Work (SOW) for all solicitation and contract types, including modifications for change orders.  Coordinates required documents from local Base (Non-appropriated Fund Instrumentality, Public Works (PW), Facilities Engineering and Acquisition Division, or Naval Facilities Engineering Command (NAVFAC)).  Prepares evaluation plans for complex procurements or those that exceed the simplified acquisition threshold. Provides certification for receipt of construction payments, architectural/engineering (A/E) payments, and validates contractor submitted change orders.

Coordinates and Reviews A/E submissions, specifications, cost estimates, technical planning documents, project documentation, and project status reports involving new construction, repair, renovation, alteration, and expansion of facilities. Oversees development and maintenance of project files and records, ensuring project activities are adequately documented and files are well maintained and organized.

Develops design problem statements and continuously reviews project(s) through all phases of planning, programming, and design to include monitoring and evaluating performance of all project related activities.

Plans, develops and conducts on-site facility analysis, planning and design assistance, including, but not limited to, provision of concept sketches (AutoCAD drawings with design alternatives), scope development, cost estimating, product/finish recommendations, and project nomination/execution guidance to achieve program goals and objectives.

Coordinates and controls project scope requirements related to program requirements and business operations that enable monitoring of the planning, design and construction progress with regards to time, scope and budget. Corresponds with the activity on the full range of planning issues impacting the execution of project(s) in order to resolve issues at the earliest possible time, enabling adequate control of costs and/or time extensions at the programming level, prior to actual execution.

Performs and monitors design and construction analysis to ensure the project requirements and financial model and sales forecasted (i.e. per the PVA) for each project is achieved and maintained, to include any scope changes or deviations and proactively communicates findings. 

Collaborates effectively, and in a timely manner, with all project team members and senior management.

Conducts site visits and inspections to ensure compliance of program and project scope requirements.  Conducts and organizes portions of analytical studies and project scope analysis to ensure functional needs are met for programs and services.  Makes recommendations on corrective actions and conducts follow up inspections.  Plans, develops and conducts analysis for current and projected programs to achieve goals and objectives. 

Participates in conferences, briefings and meetings. Researches, analyzes and prepares correspondence, briefs, action documents, routing sheets, point papers and slide presentations for use by management officials.  Reports on performance of programs to higher authority.

May travel to conduct work assignments.  May work a fluctuating work schedule to conduct work assignments outside of the typical workweek and work hours.

Assists customers and communicates positively in a friendly manner.  Takes action to solve problems quickly.  Alerts the higher-level supervisor or proper point of contact for help when problems arise.  Adheres to safety regulations and standards.

      Qualifications          

BACHELOR’S DEGREE in architecture/engineering, construction management, project management, or a related field appropriate to work of the position AND three years of experience in the occupation, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates the ability to perform technical work in support of program analysis to evaluate and improve the efficiency, effectiveness and productivity of the organization. Experience in internet Navy Facilities Assets Data Store (iFADS) and cost estimating project is preferred.

Knowledge of the principles, concepts, practices, and techniques of administration of non-appropriated fund (NAF) Capital Programs to include design, operations, and management of recreation community support, lodging, and/or MWR business-based activity facilities.  Knowledge of environmental and economic considerations along with industry trends in recreation, community support, lodging, and/or MWR business-based activity facilities.  Knowledge of DoD planning, programming, and budgeting for NAF and appropriated fund (APF) budgeting and accounting systems and applicable laws, rules, regulations, directives, and instructions. Knowledge of acquisition methodologies currently in use within industry and government.

Ability to execute construction and renovation projects.  Skilled in preparing SOW for design and construction projects, including new SOW and modifications for change orders, in accordance with current codes and regulations. Ability to analyze project specifications, proposals, construction plans, etc.  Strong analytical and mathematical skills.  Proficient in ability to compile and analyze qualitative and quantitative data, and develop statistical or narrative reports, charts and graphs.  Skill and ability to communicate effectively both orally and in writing; to prepare and present recommendations and solutions regarding issues based on analysis and evaluation of proposals.  Skilled in the use of standard industry software (e.g., AutoCAD) and experience with advanced level computer skills is required (word processing, spreadsheets, database software, and project management software).
