The Decision Support Chief manages three units: DES Business Applications, Geographic Information System (GIS) and Mapping Center, and the Business Intelligence and Optimization unit. This professional is responsible for ensuring the alignment of business applications and technology capabilities with business processes, integration of standards, and reinforcing IT architecture guidelines. This individual will act as a strategic leader by identifying technical and functional issues or gaps within business applications and operational support services and offer strategic solutions. This Decision Support Chief will lead teams focused on customer service, improved business process and support operations to serve County staff and local constituents through performance metrics, advanced predictive modeling techniques, and financial analysis to optimize operational decision making, systems, and processes towards maximum effectiveness.

Specific duties include:
  • Leading cross-functional teams of senior leaders in a collaborative manner to improve service delivery and provide new capabilities through innovative use of data and technology;
  • Establishing and maintaining DES technology architecture, data, and business applications, insuring appropriate discipline for systems integrations, configuration control, and cyber-security in partnership with the County's CIO;
  • Providing DES technical vision and leadership with the goal of addressing operational and customer needs;
  • Fostering an environment of innovation in the operations and maintenance of infrastructure and the environment through new tools;
  • Providing leadership to assigned team in a fashion that supports the DES culture, mission and values in three critical areas: 1) information management of departmental business applications; 2) County GIS resources; and 3) business intelligence and optimization,
  • Identifying efficiencies and operational gains through analytics and tools deployed by the Business Intelligence and Optimization unit;
  • Supporting the IT Program Manager in the implementation efforts for all major business applications;
  • Providing County leaders with tools and capabilities to analyze data and trends for reports and executive dashboards and leverages GIS and business application information to provide residents with access to County data; and
  • Implementing standardized program/project management processes and protocols to insure alignment and compatibility across the network and enterprise.
The ideal candidate has expertise in information technology and management systems, operations, data analytics and dashboard development, GIS integration, program/project management, technical writing, development of geocoded applications, and executive management, especially in business applications and IT integration.

Selection Criteria

Minimum: Bachelor's degree in Information Management/Computer Science, Business Management, Systems Engineering or related field, plus substantial leadership experience in the following areas: information management and/or system change, program and project management, problem solving skills especially in business applications and integrations, and effective collaboration and communication skills.

Desirable: Preference may be given to candidates with one or more of the following:
  • Master's degree in systems or computer engineering, public or business administration;
  • Project Management Professional (PMP) certification;
  • Experience providing IT support, yet embedded within an operational unit or enterprise to fully understand operational mindset of customers;
  • Proven ability and experience to rapidly acquire and implement applications in an agile manner;
  • Extensive relevant public-sector experience managing staff and technology or program management efforts;
  • Experience providing cost-effective GIS business applications in a dynamic technology environment and interface support for external applications;
  • Program and project management experience, to include execution, standards, oversight, performance evaluation, technological integration, and process improvements;
  • Experience managing professional staff including contractors;
  • Contract preparation and administration experience for business applications and GIS to include contract negotiations and scope changes;
  • Experience making cost-effective business application and integration decisions; and
  • Experience with deployment, training, and sustainment of operating department business applications, and integration with enterprise-wide legacy systems.

Additional Information

Work hours: Normal work hours are 8 a.m. to 5 p.m. This position may be required to work outside of normal hours and during emergencies regardless of whether some or all County facilities are closed or programs and services are canceled.

This position is in the Arlington County Government's Extended Management Accountability Program (XMAP), in which managers are eligible for a negotiated salary/benefits package and are evaluated and compensated on the basis of a performance agreement linked to the County Management Plan, and results achieved. XMAP is a flexible total rewards/compensation system directly linked to performance and the market. The starting salary is negotiable up to $168,563.20 and will depend upon the qualifications and experience of the candidate selected. Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
