Summary

This position is with the United States Department of Agriculture (USDA), Office of the Chief Financial Officer (OCFO), Pegasys Financial Services and serves as an Information Technology (IT) Specialist in the IT and Systems Development Division and is responsible for designing advanced system projects for agency-wide application for financial processes.

Responsibilities

  • Develops and/or analyzes system designs, specifications, and programming techniques.
  • Gathers data from users, programmers, system engineers, observes work processes, consults with other team members and/or agencies.
  • Assimilates information and makes recommendations regarding the course of action, summarizing challenges and developing alternatives.
  • Maintains expertise and familiarity with new and emerging technology and recommends applications that take advantage of technological advances.

Occasional travel - Position will require the incumbent to travel occasionally for the purpose of attending trainings and other mission operational work.

Basic Requirements:

For all positions, applicants must have IT-related experience demonstrating each of the four competencies listed below:

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience:

Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level. Specialized experience is defined as experience performing information technology (IT) system design and maintenance for IT programs for application to financial processes. Participating in and/or leading teams in IT system design projects. Investigating problems and inefficiencies with major IT systems, programs, and/or subsystems. Facilitating the test and deployment of solutions based on the final technical specifications. Performing detailed examination of a proposed plan and/or design, recommending course of action; testing financial systems and interfaces; evaluating system test results.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL) or Interagency Career Transition Assistance Plan (ICTAP): To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors.
