This is an exciting opportunity for an experienced and dedicated recruiter/analyst to serve as a business partner and consultant to assigned departments and support and/or deliver on all facets of the recruitment process. Duties include:
  • Utilizes multiple HR systems to review job requisitions submitted by agencies, approved position descriptions, class specifications and supplemental questions to develop and finalize the official job posting. Creates appropriate screening filters, scoring plan and other screening tools for efficient and effective review of applications.
  • Reviews and analyzes candidate responses to supplemental questions and their qualifications to determine certification based on the county's minimum employment standards, job requirements and the agency's preferred qualifications to provide a referral list of the best qualified candidates.
  • Reviews and approves all hire actions of candidates selected for appointment.
  • Supports multiple types of job openings, including regular, promotional, underfills, acting capacity promotions, reclassifications, etc., and a variety of positions.
  • Researches, recommends, and participates in a variety of recruitment events, activities and initiatives.
  • Interprets and provides advice and guidance on rules, regulations, policies and procedures.
  • Responds to inquiries from candidates, agencies and county leadership.
  • Provides consultation and expertise in working with compensation and workforce analysis (CWA) staff to review and analyze issues of mutual concern (workforce planning, recruitment, retention, position description & class specification development/revision, etc.).
  • Actively leads, participates and contributes to process improvement strategies, projects and initiatives.
  • Treats sensitive personal data with the highest integrity and with strict confidentiality.
  • Maintains knowledge of talent management system and other county HR systems, and federal, state, and county personnel rules, regulations, policies and procedures related to employment activities.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of and ability to apply federal, state, and local laws, rules, regulations, policies and procedures related to employment;

General
Manages/oversees a major function/program, project or team;
Proactively develops, manages, and evaluates programs and procedures that are responsive to the changing needs of the customer and the business environment;
Participates in the contracting process, including drafting bid specifications, evaluating
proposals, and selecting a contractor;
Develops, recommends, and implements personnel policies, procedures, and programs consistent with County, State, and Federal laws and regulations;
Serves as an expert witness; presents testimony at official proceedings such as Civil Service Commission and in Court;
Applies systems solutions to business problems; trains users in system functions;
Proactively develops solutions; facilitates problem solving among different individuals/groups to reach effective outcomes;
Provides advice and consultation regarding immediate situations;
Works independently to define and meet customer needs, facilitating innovation and exploration of non-traditional ideas;
Recognizing the implications of proposed changes, identifies and collaborates with appropriate individuals and groups to develop and implement the changes;
Leads change initiatives throughout the department or with customers to improve services and meet the needs of the customer;
Investigates/responds to individual, agency, or County-wide issues, questions or grievances from the public, employees, and/or County/State/Federal agencies;
Develops and presents material on various topics to individuals and groups.

Employment
Assists or leads recruitment activities for specific County agencies and/or functional areas (such as Public Safety, Information Technology, etc.) and for executive level positions;
Manages the placement process for RIF'd employees, administers the County Reemployment List, and manages the County's out-placement program for RIF'd employees;
Manages the County's employment testing program.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in personnel administration, public administration or a related field, plus four years of professional-level human resources experience.

CERTIFICATES AND LICENSES REQUIRED:
Not applicable.

PREFERRED QUALIFICATIONS:
  • Six years or more years of recruitment experience, including but not limited to, developing job advertisements, building candidate pipelines, evaluating candidate qualifications against established employment standards, utilizing applicant tracking/talent management systems, and interviewing and selection processes, preferably in local or state government.
  • Experience utilizing social media to promote job ads and to source candidates.
  • Ability to operate well under pressure, handle a high volume of recruitments and meet established deadlines.
  • Experience in diversity recruitment.
  • Exceptional writing and editing skills.
  • Excellent interpersonal communication skills.
  • Extremely detail-oriented and organized.
  • Strong analytical and solid decision-making skills.
  • Proficiency in Microsoft Word, Excel, Outlook, and PowerPoint, including managing spreadsheets (formulas, formatting, etc.) and generating Word documents that include tables and images.
  • Ability to travel on occasion.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check.
Additional work time may be needed including evenings and weekends to meet established deadlines and attend recruitment related activities.

PHYSICAL REQUIREMENTS:
Ability to operate a telephone and other office equipment such as a printer/copier/scanner and laptop. Ability to traverse to county owned and non-county owned facilities. Visual acuity for viewing a computer terminal, expansive reading and to prepare and/or analyze data. Ability to input, access, and retrieve information from a computer. Ability to lift up to 15 pounds. Ability to stoop, bend and reach. All duties performed with or without reasonable accommodations.
