Summary

You will serve as a Financial Management Analyst in the Directorate Maritime Operations (N04), Comptroller Department (N048), Disbursing Travel & Payroll Division (N0484) of Military Sealift Command, Norfolk Virginia.

Responsibilities

  • You will use a travel management system (e.g., Defense Travel System [DTS] or similar system) to manage travel for personnel in compliance with Joint Travel Regulations (JTR) policies and procedures.
  • You will advise personnel of travel policy guidelines and allowable costs of government travel.
  • You will maintain financial data for use in the development of reports.
  • You will compile information from multiple sources to create financial management or budget reports.
  • You will collaborate with financial personnel in other organizations to discuss requirements and provide information.
  • You will collaborate with other financial staff to ensure practices are consistent with policy, practices, laws, and regulations.
  • You will analyze data for various financial reports (e.g., budget formulation, budget execution, accounting, audit readiness).
  • You will review financial data (e.g., accounting data, system summaries) to verify account balances meet project objectives.
  • You will interpret the intent of financial statutes, agency regulations, and financial management regulations to provide guidance concerning accounting, budget, and financial actions.
  • You will maintain standard operating procedures (SOPs) to ensure compliance with accounting and financial regulations.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience formulating budgets and/or estimates to support plans, programs, and activities; Experience reviewing and/ or evaluating budget request, control and reporting of obligations and expenditures; Experience researching, compiling, analyzing or summarizing financial and/or budget information related to assigned areas of a financial program; Experience performing specialized work involving managerial and/or administrative work in connection with accounting systems (e.g. analytical, forecasting, and interpretive) functions. Experience with special programs pertaining to payroll, cash control, or benefit systems; Experience independently planning out assignments in conformance with accepted accounting, budget, or financial practices; Experience applying a wide range of standard practices and procedures to phases of an annual budget and/ or financial administrative processes. Experience in both travel order writing and/or travel order liquidation; Experience in identifying travel restrictions, required travel training, area clearances, and/or overseas travel arrangements.
