Summary

The Applications Developer is located in the Information Technology Office (ITO) within the Court. The incumbent is responsible for addressing information technology challenges to support, maintain, and enhance the architecture, design, development, & content of all court applications, including the court's internet & intranet websites. The Applications Developer will assist with the full Software Development Life Cycle (SDLC) of locally developed applications.

Responsibilities

  • Administer, customize, & support the judiciary's critical national Case Management / Electronic Case Filing system (CM/ECF) within the Federal Circuit.
  • Oversee the development of in-house applications (client-server & web-based) under the direction of the Manager of Software Development. Design, implement, maintain, & modify systems & applications to resolve problems &/or accomplish work processes through web-based application development.
  • Coordinate all phases of the Software Development Life Cycle (SDLC) to include the planning, systems analysis, systems design, implementation, integration, testing, deployment, & maintenance of the court's applications. Collaborate with ITO staff members & other court employees to establish user requirements, expectations, & project schedules.
  • Solicit user requirements & incorporate them into the systems design requirement documentation. Apply analytical troubleshooting & problem-solving skills to resolve application issues &/or provide system improvements. Test proposed solutions for feasibility, security, & adherence to design criteria.
  • Review & analyze the performance of existing application programs & other programs under development to ensure the efficiency & effectiveness of each program. Review & implement requests for program changes & ensure that output meets the needs of the court.
  • Create & maintain program documentation.
  • Evaluate & facilitate transaction processing & designing. Write code to execute queries from databases including MS SQL server & Informix.
  • Design, develop, enhance, & test Java/J2EE, JSP, .Net, C#, ASP, ADO.Net, & other third-party components, such as XML & XSLT utilizing software version control.
  • Manage content updates for the court's websites & coordinate the integration & design of web-based applications. Maintain & develop search engines for all official court documents on the public website.
  • Review, update, & maintain the coding of court websites using HTML, CSS, & a Drupal content management system.
  • Manage website usage logs & the creation of usage reports to monitor & enhance configuration & day-to-day operations of the court's internet & intranet websites & servers.
  • Build, maintain, & troubleshoot relational databases such as Microsoft SQL Server 2016, 2017, & Informix 12 using complex SQL queries, SQL scripting, stored procedures/functions, & triggers.
  • Develop reports & data analysis using Microsoft Report Builder 2017.

This is an Excepted Appointment and At Will position. Federal government civil service classifications or regulations do not apply. All offers of employment are provisional pending successful completion of a background check or investigation and a favorable employment suitability determination. This position is subject to Electronic Funds Transfer (EFT) for payroll deposit. The incumbent selected for this position will be subject to a one year probationary period after which telework opportunities may be considered, at the manager's discretion.

Must be a U. S. citizen or eligible to work in the United States. Non-citizens may be interviewed and considered for employment, but employment offers will only be made to individuals who qualify under one of the exceptions in 8 U.S.C.§ 1324b(a)(3)(B). Under 8 U.S.C.§1324b(a)(3)(B), a lawful permanent resident seeking citizenship may not apply for citizenship until he or she has been a permanent resident for at least five years (three years if seeking naturalization as a spouse of a citizen), at which point he or she must apply for citizenship within six months of becoming eligible, and must complete the process within two years of applying (unless there is a delay caused by the processors of the application). Non-citizens who have not been permanent residents for five years will be required to execute an affidavit that they intend to apply for citizenship when they become eligible to do so.

Qualifications

Required Qualifications
A minimum of two years of progressively responsible IT experience that provided thorough knowledge of the theories, principles, practices, and skills required for IT application development, management, customization, and quality control.
  • To qualify for the CL 26, one of the two years of specialized experience must have been at or equivalent to the CL 25 (GS 9) level.
  • To qualify for the CL 27, one of the two years of specialized experience must have been at or equivalent to the CL 26 (GS 10) level.

The successful candidate will also possess the following competencies:
  • Hands-on experience in architecting, developing, testing, supporting and documenting applications.
  • In depth knowledge of the latest technologies, frameworks and source control.
  • Excellent working knowledge of software development trends and a proven track record of delivering high quality solutions that meet or exceed business needs.
  • The ability to exercise innovative and creative skills to solve challenging issues.
  • Excellent communication (both oral and written) and organizational skills.
  • The ability to prioritize, manage multiple tasks and work effectively under pressure as well the ability to work both independently and in a team environment.
Preferred Education and Experience
  • A Bachelor's Degree from an accredited four-year college or university in Engineering, Computer Science, Information Systems, Telecommunications, or a related field. Experience working directly with IT applications in the federal courts.
