Summary

A successful candidate in this position will be responsible for proactive monitoring of approved transactions to ensure that project risks stay within acceptable levels. The candidate will provide comprehensive reports on portfolio loan performance on approved projects to the appropriate authorities and constituencies.

Responsibilities

As a Loan Portfolio Reporting & Data Control Specialist, at the full performance level, you will:
  • Develop and maintain division level policies and procedures and implement a systematic and disciplined approach to independently evaluate compliance with requirements and procedures.
  • Prepare portfolio reports advising management and staff about the ongoing status of the portfolio on issues relating to exposure, risk, and modification of loan provisions.
  • Develop and continuously improve performance and knowledge management tools including performance measures and workflow tracking tools, industry best practices, external assessments, and reports to identify and implement process improvements.
  • Develop reports which identify key portfolio performance and assess impact to the program.
  • Provide input to be used in policies, procedures, and guides by frequent written and oral communications and discussions.
  • Analyze portfolios using established statistical methods for valuation, risk, and related metrics, and aggregates such analyses to observe trends and threats.
  • Participate as a member of internal working groups and committees that evaluate and make recommendations regarding improvements in LPO programs, policies, or processes related to portfolio review and compliance.
  • Contribute information and data for briefings for the LPO Executive Director, Department of Energy (DOE), and other federal officials, industry, and stakeholders.
  • Coordinate with the Information Technology (IT) group to optimize functionality of available IT infrastructure tools.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS
GS-13:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as:
  • Functional knowledge of project finance structures and applicable credit risk for large-scale or commercial infrastructure projects;
  • Preparation of project and portfolio analytical reports as part of a team and with limited supervision;
  • Familiarity with models of complex financial structures and ability to aggregate data from multiple sources, assess repayment risk and conduct sensitivity analyses;
  • Experience in performance measurement; and ability to effectively communicate complex topics at varying levels within the organization; and
  • Must demonstrate experience using industry-standard financial information resources, such as Bloomberg Terminal, S&P Capital IQ, and Market Intelligence to produce analytical reports.

GS-14:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as:
  • Expert at project finance structures and applicable credit risk for large-scale or commercial infrastructure projects and large corporate loans;
  • Experience independently producing risk and/or credit reports for project finance transactions, counterparty, sector and market reports and portfolio-level risk exposure reports;
  • Proven success in delivering presentations to internal and external stakeholders;
  • Proficiency in use of models to aggregate data from multiple sources, assess repayment risk and conduct sensitivity analyses for complex financial structures; expertise in financial and operational performance measurement;
  • Proven success in both verbal and written strategic communication of complex concepts and transactions with internal and external stakeholders; and
  • Must demonstrate mastery of industry-standard information resources, such as Bloomberg and S&P Capital IQ, to produce analytical reports.

  • Expert knowledge, technical skills, and abilities in a wide range of qualitative and/or quantitative methods for portfolio analysis.
  • Mastery of and skill in applying government lending program policies, practices, laws, and regulations related to energy projects.
  • Expert knowledge of financial statement analysis, sufficient to extensively analyze the underlying financial, managerial, operational, economic, regulatory, loan security, and legal problems and issues.
  • Comprehensive knowledge of project finance practices to perform a variety of extensive studies and analyses of highly complex loans and/or portfolios.
  • Thorough knowledge of portfolio reporting and data control and practices and how these affect LPO medium and long-term guarantees/loans.
  • Excellent ability to communicate both orally and in writing in order to explain LPO portfolio reporting and data control policies and procedures.
  • Excellent analytical skills to review and understand special contract provisions and complex contract structures related to energy project finance transactions.

    You will be evaluated for this job based on how well you meet the qualifications above.
