Summary

This position is located in the Civil Rights Division's (Division) Administrative Management Section (ADM), Office of Human Resources and Security. In support of the enforcement responsibilities of the Division, ADM provides a diverse array of management and technical services. These services include, but are not limited to, human resources, budget formulation and execution, information technology, facility services, safety and security, and mail and file operations.

Responsibilities

The Civil Rights Division is seeking an HR Specialist to provide services in Recruitment and Classification related program areas. The successful candidate will provide human resources advisory, consultation services, and operating support to the Division. In this capacity, the incumbent:
  • Applies a comprehensive knowledge in recruitment and staffing, position classification, and position management.
  • Provides guidance and direction to applicants, employees, supervisors, and managers in the development of solutions to problems dealing with staffing and classification. Cultivates and maintains consultative relationships with these individuals to develop strategies, improvements, and interventions.
  • Serves as a recognized adviser for technical guidance on implementing and administering recruitment, staffing, and classification services and/or policy interpretation on highly complex issues.
  • Uploads job opportunity announcements, as well as necessary supporting documentation, in USA Staffing Upgrade.
  • Prepares written documentation such as memoranda, policy guidance, evaluation statements for classification decisions, job analysis, assessments, position descriptions, justification for above-minimum salary requests, etc.
  • Researches recruitment, staffing, and classification policies, regulations and reference material, analyzes information, selects appropriate approach and recommends corrective action or solutions to personnel-related problems and issues.
  • Keeps abreast of changes in laws, regulations, and agency policies and procedures relating to recruitment, staffing, and classification.
  • Performs special assignments and projects. Independently identifies the need for and initiates special projects and studies.
  • Conducts presentations and briefings on recruitment, staffing, and classification topics, policies, and initiatives to Division leadership, supervisors, and employees.
  • Performs other duties, as assigned.

Qualifications

To qualify for the GS-13 grade level: Applicants must possess at least one year of specialized experience directly related to the occupation equivalent to at least the GS-12 grade level. Examples of specialized experience include: (1) Providing advice and guidance to management that reflects a thorough knowledge of, and adherence to, human resources regulations, laws, practices and procedures on recruitment, staffing, compensation and classification issues while providing flexible alternatives for problem resolution; (2) providing internal and external placement services to recruit for highly specialized and hard to fill positions in a variety of occupations; (3) researching, interpreting and applying appropriate Federal laws, regulations, policies and guidelines to provide advisory services to management in multiple HR functional areas (e.g., recruitment, placement, position classification, workforce planning, and compensation); (4) demonstrated skill in project management and organization, (5) presenting different types of information effectively through oral and written communication for a variety of audiences demonstrated by conducting meetings, oral presentations, writing briefing papers, policy and/or decision memoranda and letters, (6) utilizing USA Staffing or other automated staffing system to prepare vacancy/job opportunity announcements, verify applicants' eligibility and qualifications, and refer best qualified candidates for consideration; and (7) providing expert and authoritative advice on complex position classification issues ensuring that the application of position classification standards is accurate and consistent for general schedule positions.

Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and is typically in or related to the work of the position to be filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. (Must submit your SF-50 that shows time-in-grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
