As a Supervisory Accountant (Deputy Director), you will:

  • Develop federal financial statements and management's financial, budgetary, and accounting reports for external reporting purposes.
  • Advise Housing management on budgetary and accounting policies, principles, and guidance to ensure compliance with OMB Circulars, Treasury and GAO requirements, FASB, FASAB, and Credit Reform issues.
  • Reconcile actual cash, accounting, and budgetary events to independent source documents to ensure that the general ledger accounts are in order and that budgetary statements accurately represent account balances.
  • Assign, direct, and review the work of subordinate employees. Plan and carry out the training and development of employees.

The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA) , the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing also helps ensure consumers can access housing counseling and provides affordable rental housing through its Multifamily housing program. The Office of Housing is committed to helping all Americans obtain safe, decent affordable housing.

The DAS for Finance and Budget is responsible for the integrity of all Housing-FHA accounting records, the preparation of timely and accurate financial and management reports on all FHA activities.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-15 specialized experience is one year of experience at the GS-14 level, or equivalent that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:
- Experience applying the US Standard General Ledger (USSGL) against budgetary, proprietary, and other standard accounting practices associated with the USSGL; AND
- Experience monitoring and controlling budget execution processes accounting for allotments, obligations, disbursements, borrowings and repayments; AND
- Experience directing or overseeing a team of professionals relating to financial management and accounting; AND
- Developing and approving technical accounting policies and procedural instructions for financial reporting.

Education

A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelors degree or higher in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting/auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant/auditor.")

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
