For more information on the array of benefits programs, please visit Position Summary ASSIGNMENT DESCRIPTION: Contract Specialists plan and manage acquisitions to procure a variety of products and services for NGA. They interact with customers to develop and implement an acquisition strategy, solicit and evaluate proposals, and negotiate and award contracts. They also administer contracts, including monitoring contractor performance, preparing modifications, resolving problems, and terminating and closing out contracts. They may also hold a warrant that would authorize them to obligate the Government subject to the limitations expressed on their warrant. Additional Position Info ADDITIONAL INFORMATION: This vacancy announcement seeks senior, seasoned government contracting officer consultants, subject matter experts in federal government Department of Defense (DoD) contracting. Selected applicant(s) will support contract specialists as they plan and manage acquisitions to procure a variety of products and services for NGA; support the specialists as they develop and implement acquisition strategies, solicit and evaluate proposals, and renegotiate and award contracts to satisfy customer requirements. The position also requires support to contract specialists as they administer contracts, including monitoring contractor performance in collaboration with the contracting officer representative (COR), preparing modifications, resolving problems, and terminating and closing out contracts. Three specific support functions are envisioned: 1. Mentor, coach and advise the NGA Contract Specialist workforce with special emphasis and experience on conducting a wide variety of source selections ranging from non-complex to complex, from small to large source selections, as well as contract management activities; 2. Mentor, coach and advise the NGA Contract Specialist workforce with special emphasis and experience conducting all aspects of cost and/or price analysis & cost realism, including the creation of quality cost and price analysis memorandum for the record narratives; and 3. Supporting/augmenting OCS in its design and implementation of a new, multi-faceted program to develop Contract Specialists. The Office of Contract Services (OCS) seeks applicants with extensive hands-on DoD contracting experience including major systems, base operations or complex programs as well as strong mentoring skills to develop junior contract specialists. The selected candidate(s) shall provide business advice, contractual guidance, and expertise as a Contract Specialist expert across OCS and/or within a specific OCS division. OCS is a customer service organization supporting multiple organizations throughout NGA to include extensive strategic planning necessary to effectively contract to meet the agency's overarching mission. The selected candidate(s) will also be actively engaged with contract specialists and customers to identify future acquisitions, strategize on most agile acquisition and procurement methods, and create an environment that promotes engagement, collaboration, integration, and the sharing of information and knowledge. Responsibilities include ensuring that all acquisition activity is executed ethically, legally, efficiently and effectively; and in accordance with applicable DoD policies and procedures. The position(s) will include mentoring and coaching a diverse workforce that may consist of DoD civilians, active duty contracting professionals, and other support personnel. Individuals must demonstrate the experience, training and education, judgment, dependability, character, and business acumen reflective of a subject matter expert in the Contract Specialist/GS1102 career field and necessary to compete, negotiate, award, administer, and terminate DoD NGA government contracts. Applicants must be free of conflicts of interest and be able to obtain TS/SCI security clearance. Strong leadership skills are required, as well as professional knowledge of federal government contract law, policy, and procedures, and the ability to engage with the workforce in a positive and effective manner. DEFENSE ACQUISITION WORKFORCE DEVELOPMENT FUND (DAWDF) CRITICAL NEEDS: This part-time position(s) is a TEMPORARY Hire billet under the Defense Acquisition Workforce Development Fund (10 USC, Section 1705) for subject matter experts (Critical Needs). In addition, to be eligible for this position, you cannot be a current government employee. The position filled under this program is one (1) year TEMPORARY and may be extended for up to one (1) additional year to a maximum of two (2) years of total service. A minimum of one year break in employment is required if you were previously a federal civilian government employee; a minimum of 30 days break in employment is required for prior military. This is a part time position, not to exceed 32 hours per week (64 hours per pay period). IF APPLICABLE: He/she would be paid a pro-rated amount based on an hourly breakdown of the salaries listed in this announcement. Mandatory Qualification Reqs MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). EDUCATION REQUIREMENT: EDUCATION: Bachelor's degree in any field that includes, or has been supplemented by, at least 24 semester (36 quarter) hours of coursework in a business-related field such as Accounting, Business Administration, Contracts, Economics, Finance, Law, Purchasing, or a related discipline. Reference 10 USC Section 1724 for exceptions and waivers. LICENSES/CERTIFICATIONS: Must obtain DAWIA Certification in Contracting within 24 months. DAWIA Certification in Contracting, as appropriate for the band, within 24 months of appointment. Once obtained, Defense Acquisition Workforce members must obtain 80 Continuous Learning Points (CLPs) every 2 years in order to maintain certification. Highly Desired Skills QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Knowledge of selection procedures and experience completing competitive contract actions; 2. Customer Service focus with proven results, to include the ability to engage with the workforce in a positive and effective manner; 3. Experience teaching problem identification, resolution skills, and ability to develop and implement innovative approaches; 4. DAWIA Level III Certification in Contracting or equivalent.
