Responsibilities

The incumbent drafts a wide variety of documents including notices of proposed rulemaking, reports and orders, adjudicatory orders, memoranda, and public notices regarding the regulation of broadcasters, cable operators, satellite television providers and other media entities. The matters addressed may include but are not limited to the following:
  • Interpretation of communication laws, statutes, regulations and/or rulemaking documents
  • Summary and analysis of record documents, including comments and ex parte filings in rulemaking proceedings and filings in adjudicatory proceedings;
  • Drafting of rulemaking and adjudicatory documents;
  • Participation in meetings with regulated entities and other interested parties to discuss rulemakings and other proceedings
  • Presentation of Media Bureau items to Bureau management as well as other Bureaus/Offices and/or Commission leadership
  • Coordination with Media Bureau managers and other participating Bureaus/Offices (e.g. Office of General Counsel, Office of Economic Analysis, Wireline Competition Bureau, Wireless Telecommunications Bureau, Consumer & Government Affairs Bureau).

The documents may involve complex fact patterns and present policy and decisional questions of first impression. The legal work requires research and comprehensive analysis. The incumbent prepares memoranda or other documents concerning legal, policy, technical, or legislative matters related to services and proceedings handled in the Media Bureau.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.

Professional law experience is the experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the next lower grade level in the Federal service. For this position, specialized experience includes the following:

For GS-12: Possess a minimum of one year of professional law experience and at least one year must be equivalent to the GS-11 level in the Federal Service. For this position, professional experience includes the following:
  • Conducting in-depth legal research;
  • Drafting legal documents; and
  • Providing input regarding the resolution of legal issues.

For GS-13: Possess at least two years of professional law experience and at least one year must be equivalent to the GS-12 level in the Federal Service. For this position, professional and specialized experience includes the following:
  • Conducting in-depth legal research;
  • Preparing complex legal documents;
  • Developing research strategies for legal issues;
  • Writing documents such as rulemaking proposals and orders with analyses and recommendations; and
  • Making oral presentations and communicating research results.

For GS-14: Possess at least three years of professional law experience and at least one year must be equivalent to the GS-13 level in the Federal Service. For this position, professional and specialized experience includes the following:
  • Interpreting communication laws, statutes, regulations and/or rulemaking documents;
  • Analyzing legal issues including weighing implications, identifying potential problems and proposing solutions;
  • Writing documents with analyses and recommendations; and
  • Representing an organization and communicating its policy and/or legal position.

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.
