Responsibilities

As a STATISTICIAN, GS-1530-12/13, your typical work assignments may include the following:
  • Provide policy, technical oversight, and evaluation of Agency programs that collect statistical information or generate evidence using statistical methods, with particular emphasis on demographic, social, and health topics.
  • Coordinate interagency working groups designed to identify best practices for measuring population characteristics and disseminating statistics about sub-populations.
  • Use quantitative statistical skills to assess complex survey designs, statistical model results, and administrative records and other unstructured data sources relating to all parts of the Government including economics, education, public health, environment, and health care.
  • Evaluate the statistical analyses underlying program evaluations, regulatory impact analyses, and risk assessments and provide guidance on study designs, statistical methodologies, and models relating to demographic, social, health, and economic topics
  • Assess and evaluate information collection requests submitted to OMB under the Paperwork Reduction Act (particularly surveys and program evaluations)
  • Motivate statistical programs to embrace the opportunities presented by the rapid increase in the types and volume of data available inside and outside of government (e.g., leveraging state of the art information generation approaches, including those commonly used in the field of data science)
  • Serve as expert adviser on matters of analytic and statistical methodology, data quality and disclosure and risk assessment issues as requested by OMB and EOP officials.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

BASIC REQUIREMENTS:

A. Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: economics, data science, computer science, or social sciences (e.g., demography). Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as econometrics, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing or biostatistics or program evaluation methods.

B. Combination of education and experience -- courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling and other aspects of survey design such as questionnaire development, (b) collecting, tabulating, and processing statistical data, and (c) applying statistical techniques, such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance, in the analysis of statistical data, (d) developing approaches to curate data from large-scale administrative sources (e.g., benefits, payments) for use in generating statistical indicators, and/or (e) developing statistical indicators using state-of-the-art information generation methods, procedures, and techniques, particularly those commonly used in the field of data science

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

You may qualify at the GS-12 Level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates your knowledge and understanding of statistical theory and techniques in the collection, analysis, and interpretation of quantitative data; your experience with current Federal data collection, analysis, and dissemination policies, programs, and techniques used to produce Federal statistics.

You may qualify at the GS-13 Level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector that demonstrates your knowledge and understanding of statistical theory and techniques in the collection, analysis, and interpretation of quantitative data; your experience with current Federal data collection, analysis, and dissemination policies, programs, and techniques used to produce Federal statistics; your experience in high-pressure, fast-paced environments; and your demonstrated leadership and organizational abilities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
