Summary

This position is located in the Agricultural Research Service, Office of the Administrator. The Program Manager serves as the Director of the Office of Diversity and Equal Opportunity (ODEO) and provides leadership and management expertise in the development and promotion of Equal Employment Opportunity (EEO) programs to enhance ARS's ability to hire, retain, and manage a diverse workforce.

Responsibilities

  • Oversees EEO and Compliance, including policy development, compliance and reporting, special emphasis programs management, program evaluation and compliance reviews, complaint management, and training.
  • Serves as the expert and chief advisor to the Administrator and the Administrator's Council on a broad range of complex, highly sensitive and confidential issues and problems pertaining to the implementation of the ARS's EEO effort.
  • Develops the ARS civil rights strategic plan which is aligned with the Agency's mission, goals, and structure.
  • Works with the Human Resources Division to analyze recruitment and employment data and develop recruitment strategies through the Special Emphasis Programs to attract a diverse population of qualified candidates for ARS vacancies.
  • Provides administrative and technical supervision for the ODEO staff, which consists of EEO managers and technical and clerical personnel engaged in EEO and Civil Rights work in support of the Agency.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Time in Grade:
Individuals who within the previous 52 weeks held a GS position under non-temporary appointment in the competitive or excepted service in the executive branch must have completed a minimum of 52 weeks in positions no more than one grade lower (or equivalent) than the position to be filled (e.g. one year at the GS-06 grade level for consideration for the GS-07 grade level).

Specialized Experience:
Applicants must have one at least one year of specialized experience equivalent to at least the GS-14 level, or its non-Federal equivalent, that included experience 1) Supervising a team; 2) Providing Equal Employment Opportunity (EEO) advisory services to employees and managers/senior leaders; 3) Leading the development of an organization's diversity, inclusion, and equity multi-year strategic plan; and 4) Analyzing an organization's recruitment and employment data, identifying barriers, and recommending strategies to increase diversity and inclusion in the workplace.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
