This position is located in the Civil Rights Division's (Division) Administrative Management Section (ADM), Office of Human Resources and Security. In support of the enforcement responsibilities of the Division, ADM provides a diverse array of management and technical services. These services include, but are not limited to, human resources, budget formulation and execution, information technology, facility services, safety and security, and mail and file operations.

Responsibilities

The Civil Rights Division is seeking a Supervisory HR Specialist to provide services in benefits, performance, and employee/labor relations related program areas. The successful candidate will provide human resources advisory, consultation services, and operating support to the Division. In this capacity, the incumbent: plans, organizes, and supervises the duties necessary to accomplish activities related to employee recognition, benefits, leave, time and attendance, payroll, employee records, conduct, performance, attendance, and labor relations. Provides expert advice and counsel to Division supervisors and managers. Develops and implements innovative approaches to particular management requirements. Integrates subordinate programs into the management and administrative processes of the Division. Develops and/or reviews or comments on administrative issuances. Provides appropriate training to staff. Attracts, develops, and motivates a small, but important, subordinate staff.

The core duties and responsibilities of the Supervisory Human Resources Specialist are:
1. Serves as the Division's technical representative when addressing employee and labor relations issues.
2. Provides guidance and direction to employees, supervisors, and managers in the development of solutions to problems dealing with
employee recognition, benefits, retirement, performance evaluations, employee records, and payroll.
3. Provides proactive programmatic supervision - in conjunction and coordination with OEC - in the areas of conduct, performance,
absenteeism, and grievances. As a technical representative to managers, exercises expert knowledge in the employee relations
program in order to provide guidance on proposed actions.
4. Participates in the development of policy and procedural documents for the Division. Provides advice and recommendations on a
variety of human capital issues, including those of a complex or sensitive nature.
5. Initiates, monitors, and reviews official personnel records to ensure the accuracy and quality of the actions.
6. Provides advice and counseling on all aspects of benefits to employees.
7. Serves as technical expert on reduction-in-force and severance pay matters.
8. Reviews records to ensure that employees are placed in the correct retirement system upon entry on duty.
9. Provides expert guidance and direction to managers, supervisors, and employees regarding matters related to payroll and time and
attendance.
10. Serves as the Primary Point of Contact for the Attorney General's Awards Program and administers the Division's Awards Program.
11. Monitors the Division's Performance Management and Flexible Work Options Programs.
12. Monitors within-grade step increase projections and brings problematic cases to the attention of the supervisor, manager, and OEC.

Qualifications

To qualify at the GS-14 grade level, candidates must have one (1) year of specialized experience equivalent to at least the GS-13 grade level in the Federal service or other pay system. Examples of specialized experience include: experience that demonstrates in-depth knowledge of laws, rules, regulations, and policies associated with an understanding of applicable human resources management programs sufficient to provide comprehensive technical consultative services to employees and management; serving as technical authority on performance, misconduct, and labor relations matters, and handing the most difficult cases; counseling employees about entitlements, rights, and obligations regarding federal benefits, military deposits and erroneous retirement transactions; initiating, monitoring and reviewing actions (e.g., SF-50s, SF-52s, benefit forms, retirement applications); composing and editing complex documents; speaking for the organization during meetings with agency officials and other federal agencies; making presentations to employees having varying degrees of understanding; and administering employer's awards processes.

Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and is typically in or related to the work of the position to be filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
