The BLM is seeking a dynamic and energetic leader to join its team. The BLM manages 245 million acres of public land, more than any other Federal agency. This land is primarily located in 12 Western States, including Alaska. BLM administers 700 million acres of sub-surface estate, sustaining health, diversity, and productivity of public lands for present and future generations. Responsibilities

Serves as the direct, on-site extension of the Director, BLM, in the accomplishment of his/her broad management responsibilities. Establishes state-wide program goals and priorities designed to meet the economic and social demand placed on the natural resources consistent with prudent conservation and protection concerns. Provides executive leadership and direction for all Bureau actions within the state(s) compatible with the Bureau, Departmental and Administration objectives and policy. Serves as focal point and principal spokesperson for the Bureau at the State Office level. Advocates and leads the BLM State Program commitment to automation by supporting and implementing the Bureau's Automation/Modernization/Information Resources Management initiatives. Resolves exceptionally difficult or sensitive managerial and/or operational problems on a continuing basis, consulting with the Director and his/her staff on problems of Bureau-wide policy matters. Develops, correlates, and executes resource management, technical support and administrative management programs within the State Office jurisdiction consistent with the parameters of broad national policies and delegations of authority from the Bureau Director. Supervises directly or indirectly a large workforce in the accomplishment of BLM's mission.

We are looking for a dynamic executive with proven success in leading organizational change, and building strong coalitions among a diverse set of stakeholders (ie, national and international organizations; scientific and professional organizations; federal, state, local governments; interagency groups; private industry). The successful leader has worked collaboratively with executive teams in the accomplishment of strategic goals, effectively managed and executed all financial/budget responsibilities, and recruited and retained a highly-skilled and diverse workforce within all portfolios. You must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of an executive. Unless you are currently serving under a career Senior Executive Service appointment or eligible for reinstatement into the Senior Executive Service, or successfully completed a Senior Executive Service Candidate Development Program (CDP) approved by OPM and been certified by OPM, you must submit a narrative statement covering each of the Technical Qualification and Executive Core Qualifications (ECQ) listed below. Career Senior Executive Service appointees, those eligible for reinstatement into the Senior Executive Service, or those who have successfully completed a CDP are expected to address only the Technical Qualifications. Your examples should be clear and concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. EACH TECHNICAL QUALIFICATION AND EACH ECQ MUST BE ADDRESSED SEPARATELY. The narrative addressing ECQs should follow the format provided in the Guide to Senior Executive Service Qualifications at http://www.opm.gov/ses/recruitment/ecq.asp OR YOU MAY NOT RECEIVE CONSIDERATION. Qualifications

TECHNICAL QUALIFICATIONS (TQ):

1. Knowledge of and ability to implement the laws, regulations, executive orders, secretarial orders, etc., governing public land/natural and cultural resource management.

2. Knowledge of public land/natural and cultural resource program development, policy formulation, program and budget accomplishment, as well as how top level government procedures and decision making are handled.

3. Knowledge of and ability to apply effective and efficient program management principles and techniques.

4. Ability to present, discuss and defend major program objectives before Congress, national and international organizations; scientific and professional organizations; Federal State, Tribal, and local governments; interagency groups; private industry, special interest groups; and public meetings which often involves dealing with highly controversial and sensitive issues.

You will be evaluated on your responses to the Technical Qualifications (TQ), listed above and on the Executive Core Qualifications (ECQ) below.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

ECQ 1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

Leadership Competencies:

1. Financial Management; Understands the organization's financial processes. Prepares, justifies, and administers the program budget. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities.

2. Human Capital Management; Builds and manages workforce based on organizational goals, budget considerations, and staffing needs. Ensures that employees are appropriately recruited, selected, appraised, and rewarded; takes action to address performance problems. Manages a multi-sector workforce and a variety of work situations.

3. Technology Management: Keeps up-to-date on technological developments. Makes effective use of technology to achieve results. Ensures access to and security of technology systems.

ECQ 5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Leadership Competencies:

1. Partnering; Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals.

2. Political Savvy; Identifies the internal and external politics that impact the work of the organization. Perceives organizational and political reality and acts accordingly.

3. Influencing/Negotiating; Persuades others; builds consensus through give and take; gains cooperation from others to obtain information and accomplish goals.

Senior Executive Service Probationary Period: If you are selected for this position, you will be required to serve a one year SES probationary period, if one has not previously been completed. Before entering on duty, you will be required to complete a Confidential Financial Disclosure Report, OGE-450. You will need to provide the information annually.
