ABOUT THE POSITION
This position is located in the Agency for Healthcare Research and Quality (AHRQ). AHRQ's mission is to produce evidence to make health care safer, higher quality, more accessible, equitable, and affordable, and to work within the U.S. Department of Health and Human Services and with other partners to make sure the evidence is understood and used.

The position of Deputy Director is located in AHRQ's Office of the Director. The Deputy Director serves as a principal advisor to the Director of AHRQ for quality, safety, and value focused on healthcare systems in the U.S. The Deputy Director provides direct line authority from the Director to AHRQ's Senior Leadership Team and other executives of the Agency. The Deputy Director serves as the principal liaison to partners and stakeholders in healthcare systems throughout the United States to identify opportunities for the Agency to address healthcare delivery gaps and needs that require attention at a National level.

Assists in the development of an overall program strategy for the Agency and coordinating priorities and initiatives that cut across and complement the activities of health systems research, practice improvement, and data and analytics initiatives across the Agency, Public Health Service, Health and Human Services, and other Federal Departments.

Develops short- and long-term plans and recommends funding priorities for program activities consistent with National policy and Agency goals and objectives.

Serves as the AHRQ principal point of contact for research, practice improvement, and policy issues affecting the quality, safety, and value of care provided in health systems in the U.S.; leading AHRQ's collaborations with other Federal agencies and major partners in the healthcare sector to address critical needs for evidence, tools, and innovations in health systems care delivery.

Ensures the integration of program goals with other research, practice improvement, and data and analytics activities supported by the Agency and the Department.

Qualifications

Open to U.S. citizens, nationals or those who owe allegiance to the U.S. and all groups of individuals currently within the Federal Civil Service. SES reinstatement eligibles and SES CDP graduates may also apply for non-competitive consideration.

As a basic requirement, applicants must demonstrate progressively responsible leadership experience in health care systems operations and/or care delivery that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Professional/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.

The application process used to recruit for this position is the RESUME BASED method. Although applicants cannot address the Executive Core Qualifications (ECQs) separately, evidence of each must be clearly demonstrated in the five (5) page resume and throughout the rest of the application package.
Executive Core Qualifications (ECQs): The ECQs describe the leadership skills needed to succeed as an SES; they also reinforce the concept of an "SES corporate culture." Your resume and application must demonstrate and address the ECQs and include examples that are clear, concise, and emphasize the level of responsibilities; address the scope and complexity of the programs, activities, or services managed; program accomplishments; describe policy initiatives undertaken; define level of contacts; convey the sensitivity and criticality of the issues addressed; and identify the results of actions taken. The Office of Personnel Management (OPM) is required by law to review the executive qualifications of each new career appointee to the SES prior to appointment.
The five ECQs are:
ECQ 1: Leading Change. Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2: Leading People. Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3: Results Driven. Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4: Business Acumen. Ability to manage human, financial, and information resources strategically.
ECQ 5: Building Coalitions. Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Professional Technical Qualifications (PTQs): A supplemental narrative must be submitted separately addressing each PTQ listed below unless you have addressed the PTQs within your resume. No more than one (1) page per PTQ is allowed; additional informational information will not be considered. PTQs must provide specific examples that address relevant experience and accomplishments.
Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following PTQs:
  • Experience working as a senior level executive in a health care system with a proven track record of developing and implementing best practices and protocols that resulted in health care services to patients that were safe and of high quality and value.
  • Knowledge and skill utilizing proactive and forward-thinking principles, practices, methods and techniques to support innovative research activities and scientific programs to improve health care in the United States.
  • Experience developing cooperative working relationships with stakeholders and experts from a variety of disciplines, cultures, and environments to bring together "thought leaders" to identify critical gaps in the delivery of health care services and develop practical solutions to address those gaps.
  • Knowledge of health systems research, practice improvement, and data and analytics and demonstrated experience applying them to create strategies to address critical issues within the evolving health care system.


  • Education

    Bachelor's or higher level degree related to the medical field, health research, health care administration, or other health, technology, or allied sciences appropriate to the work of the position. He or she must also have demonstrated senior level experience working for a healthcare system (e.g., Chief Clinical Officer, Chief Nursing Officer, Chief Operating Officer, Chief Executive Officer, Chief Compliance Officer, and/or Chief Health Information Officer).

    You must provide a copy of your transcripts from an accredited institution. Be sure to include those transcripts directly applicable to determining your meeting the education requirements. Failure to provide proof of education will result in non-consideration for this position.     Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.

    Probationary Period:

    Selectee must serve a one-year probationary period unless s/he previously completed one year the Senior Executive Service.

    Standards of Conduct/Financial Disclosure

    HHS inspires public confidence by maintaining high ethical principles, and all Federal Government employees are subject to the conflict of interest statutes and regulations, including the Standards of Ethical Conduct , that govern activities with outside organizations and reporting financial holdings. The Ethics in Government Act, PL 95-521 also requires the applicant selected for this position to submit a Public Financial Disclosure Report, OGE-278 , prior to assuming the SES position, annually, and upon termination of employment.

    You will be evaluated for this job based on how well you meet the qualifications above.

    All applicants must submit a resume (five (5) page maximum) to include addressing each PTQ OR must submit a stand-alone resume (five (5) page maximum) AND a separate narrative addressing each PTQ (maximum of one (1) page per PTQ). In addition, applicants have the option of submitting a cover letter (one page maximum). Fonts cannot be smaller than 10 point. Pages submitted in excess of the limits described above will not be considered. Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information submitted within the application package. Applicants who do not demonstrate in their application sufficient possession of the ECQs & PTQs will be determined ineligible for further consideration.
    As part of the Resume Based recruitment method, the ERB Panel conducts a structured interview for all applicants, both competitive and non-competitive, who are determined to be in the top category from the ERB Rating Panel. Based on the Panel's evaluation, applicants who are determined Best Qualified will be referred to the selecting official for further consideration.

    Once a candidate has been identified for selection, reference checks may be completed. The Department's appointing official(s) will make a final approval of the selection, and in competitive cases, OPM's Qualifications Review Board (QRB) must certify the ECQs before final appointment can occur. If OPM approval is required for the ECQs, the candidate is required to assist in the development of the QRB template for submission to the QRB. Verification of performance, suitability and security information from reference checks will be taken into consideration when making offers of employment.
