The position is located in the Office of Budget, Office of the Chief Financial Officer at the Federal Railroad Administration (FRA), Railroad Financial Management (RFM). The Staff is responsible for the formulation, presentation, and execution oversight of FRA's annual budget.

Responsibilities

As a Budget Analyst you will:
  • Assist in the implementation of fiscal controls for assigned programs and appropriations.
  • Develop funding levels for a variety of financial plans and programs.
  • Prepare budget execution documents including SF 132 apportionments, budget allotments, and budget allocations.
  • Monitor program spending (obligations and outlays), including SF 133s budget execution reports, and prepares budget tracking reports as necessary.
  • Implement fiscal controls for assigned programs and appropriations based on a detailed understanding of the agency's financial operations.
  • Manage allocation of agency resources and develops funding levels for a variety of financial plans and programs based on a detailed understanding of the agency's financial operations.
  • Analyze proposals (including legislation, administrative legislative proposals, internal management proposals) affecting the performance, management, and cost of FRA's programs.
  • Conduct analyses of major elements of new or established programs and prepares options and recommendations for FRA management consideration.
  • Review, edit and finalize written justifications to support budget estimates for inclusion in the formal submission to the Department, OMB and Congress.
  • Develop justifications, language and supporting schedules for new programs for which precedents are uncertain, inadequate or lacking.
  • Serve as a point of contact between clients, outside agencies, and the Budget Staff on matters pertaining to the budget formulation, budget execution oversight, and budgetary internal controls.

The lower grade level duties are similar to those of the full performance level, except your work does not require the expert mastery level of knowledge to work on the most complex/highly technical issues addressed. Work assignments are designed to introduce you to the full range of duties and responsibilities required at the full performance level. As experience and knowledge are gained and competency is demonstrated, you will be relied upon to make more independent judgments and decisions in completing work assignments. You may be non-competitively promoted to the next higher grade level in the career ladder provided that work at the higher grade continues to exist, management certifies that you have sufficiently demonstrated the ability to perform at the higher level, and when time-in-grade and all other regulatory requirements are met.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
  • Experience providing guidance and advice related to program operations and/or funding.
  • Experience analyzing and interpreting policy decision to develop guidelines for the budget execution process for appropriations.
  • Experience working through all phases of the budget formulation process including evaluating program performance and budgetary requirements.


To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience working through all phases of the budget formulation process, evaluating program performance and budgetary requirements, and analyzing and interpreting appropriations and other pieces of legislation.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
