**CONTINUOUS VACANCY. APPLICANTS WILL BE REVIEWED AT THE NEEDS OF THE SERVICE**

This position is located in the Hampton VA Medical Center, in Laboratory Services. Primary purpose of this position is to perform duties related to phlebotomy and collection of specimens for testing. Position requires work in a variety of duties such verify patient orders, accessioning, drawing blood, sorting and processing specimens for testing, shipping, and performing basic laboratory test fecal occult blood.

Responsibilities

Duties include but not limited to:
  • Draw blood specimens from patients for testing, verify patient identification, and clarify any identification discrepancies.
  • Select and prepare a venipuncture site for drawing the specimen considering patient comfort, amount of blood to be drawn, and the quality of the sample.
  • Observe bio-safety precautions and isolation procedures with a minimum of discomfort to the patient.
  • Label tubes with laboratory generated accession labels and other required information (i.e. time, date, initials, etc.).
  • Perform the venipuncture with barrel needle collection devices or butterfly needle collection devices ensuring a quality specimen.
  • Follow protocols for special handling and collection of blood samples. (i.e. blood cultures, specimens on ice, etc.).
  • Inform responsible nursing personnel and complete the required documentation when a blood sample cannot be collected.
  • Return specimens, inform appropriate person of any "STAT" or "Immediate" requests.
  • Accept collected specimens in the computer, keep documentation updated and laboratory personnel informed of specimens not obtained.
  • Stock drawing carts with adequate tubes and supplies for drawing patients, and clean the cart when needed.
  • Follow Universal Precautions and proper infection control procedures.
Work Schedule: Mondday - Friday 7:00am-3:30pm - Incumbent may be required to work alternative tour as needed to include weekends, holidays and evening shift.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/31/2019.
You may qualify based on your experience and/or education as described below:

Specialized Experience:
You must possess six (6) months of general experience and six (6) months of specialized experience. General experience is any type of work that demonstrates the ability to perform the work of the position, or that provided a familiarity with the subject matter or processes of the broad subject area of the occupation. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience for this position may include the following: technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking), preparing reports of findings, or technical support work in a closely related field (e.g., biological laboratory technician work) that required application of the methods and techniques for the position to be filled.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed (a) an associate-degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; OR (b) 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of the training course as described in (a) above for GS-3; OR (c) 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled.

OR,

Combination: Combination of education and experience that is sufficient to qualify at the GS-4 level. [Note: When combining experience and education, remember that any general experience in excess of six months cannot be used to qualify for this position. To combine education and experience, first determine how much of the qualifying experience or education you have. When combining education, you must have the same percentage of hours in related courses as you have education. For example, if you have half the education needed to substitute, you also need to have half the related courses required to substitute. Add the percentages together and if the total is 100% or more, then the combined education and experience is qualifying for the position.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-04 position you must have served 52 weeks at the GS-03. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Physical Requirements: The work requires manual dexterity and exceptional hand/eye coordination, some physical exertion, such as regular and recurring walking, bending, sitting over a microscope and concentrate for long periods of time while reading specimens and to stand for several consecutive hours during the preparation of specimens. In many situations the duration of the activity (such as most of a workday) contributes to arduous nature of the job. The position requires lifting of weight up to 44 pounds.
