Responsibilities

As an IT Program Specialist, you will:

GS-9:
  • Assists team members with implementing organizational IT compliance with Departmental policies, Federal Regulations, and Office of Management and Budget (OMB) Policies. Support the development and execution of performance management mechanisms to conduct effective IT program evaluations that align with guidance from OMB Circulars A-11, OMB A-123, OMB A-130, and the IT Capital Programming Guide. Facilitates responses to all agency data calls regarding IT portfolio including: asset inventories, risk management, mitigation status, and cyber security compliances.
  • Serves as a point of contact performing developmental assignments for staff pertaining to IT activities and initiatives. Serves as an liaison with the Departmental Office of the Chief Information Officer, IT professionals, procurement and acquisition representatives, general counsel from other DOE programs, corporate staff offices, Federal agencies, and the private sector. Maintains the Federal Information Technology Acquisition Reform Act provisions associated with IT investments, agency reviews of IT portfolios, programs, resources, and overall programmatic risk management and reporting.
  • Performs developmental assignments recommending strategies, standards, and policies for managing information resources. Participates in the Information Resource Management (IRM) planning process; and reviews, updates, and maintains the IRM Strategic plan. Supports staff members' efforts to ensure business requirements are effectively translated into functional requirements for proposed IT investments, costs, quality, performance, return on investment, and risk.
  • Develops and completes required developmental tasks in order to help comply with the Federal Information Security Management Act (FISMA), the IT Capital Budgeting, and Reporting and Enterprise Architecture necessary to protect IT systems from cyber-attacks. Supports analytical reviews of information system design, development and implementation with specialized security and network systems management, security programs across multiple platforms. Coordinates with staff to determine the types of services required for desktop, network, voice, video, data, cybersecurity, and IT professional services.

GS-11:
  • Implements organizational IT compliance with Departmental policies, Federal Regulations, and Office of Management and Budget (OMB) Policies. Serves as an liaison with the Departmental Office of the Chief Information Officer, IT professionals, procurement and acquisition representatives, general counsel from other DOE programs, corporate staff offices, Federal agencies, and the private sector. Maintains the Federal Information Technology Acquisition Reform Act provisions associated with IT investments, agency reviews of IT portfolios, programs, resources, and overall programmatic risk management and reporting. Contributes and participates in working groups as an office representative by communicating Departmental findings, upcoming IT initiatives, cybersecurity, and risks.
  • Recommends strategies, standards, and policies for managing information resources. Participates in the Information Resource Management (IRM) planning process; reviews, updates, and maintains the IRM Strategic plan. Supports staff members' efforts to ensure business requirements are effectively translated into functional requirements for proposed IT investments, costs, quality, performance, return on investment, and risk. Facilitates the development and establishment of metrics and other performance management tools to conduct program evaluation reviews, cost-benefit analyses, return on investment studies, and continuous improvement initiatives for the program's IT portfolio of projects and investments.
  • Develops and completes tasks in order to help comply with the Federal Information Security Management Act (FISMA), the IT Capital Budgeting, and Reporting and Enterprise Architecture necessary to protect IT systems from cyber-attacks. Supports analytical reviews of information system design, development and implementation with specialized security and network systems management, security programs across multiple platforms. Coordinates with staff to determine the types of services required for desktop, network, voice, video, data, cybersecurity, and IT professional services.

Qualifications

Applicants must have IT-related experience demonstrating each of the four competencies listed below.

    SPECIALIZED EXPERIENCE REQUIREMENTS

    GS-09: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience includes, but is not limited to:
  • Assisting staff with conducting business analyses of IT investments and/or portfolios, and program reporting of costs, quality and value of IT services, systems, and products;
  • Applying program and project management standards, frameworks, tools, and methodologies (e.g., risk management; change management; requirements analysis; cost benefits analysis; and systems life cycle management);
  • Completing required developmental tasks in order to help comply with IT Governance and compliance programs in adherence to Federal Regulations, governmental policies and directives. For example, Federal Information Security Management Act (FISMA) compliance program (e.g. selecting requisite security controls, conducting inventory of information systems and risk assessments); and
  • Providing IT policy and analytic work efforts, desk support, and product support to local users, and affect their ability to effectively implement IT policy, systems, and hardware to accomplish their work.

  • GS-11: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience includes, but is not limited to:

  • Knowledge of general communication strategies to communicate with clients and customers including consultants, contractors, vendors, or representatives of professional associations, the media, or public interest groups.
  • Knowledge of facilitating decision-making processes that ensure IT investments integrate strategic planning, budgeting, procurement, and management of an IT portfolio and projects.
  • Knowledge of project management principles in order to: contribute to IT portfolio and project initiatives, monitor progress, inspect and accept IT technical deliverables, assess past performance, evaluate the effectiveness of business relations.
  • Knowledge in applying methods and approaches for sharing business information through the use of IT assets.

    Education

    GS-9: Master's degree or equivalent graduate degree
    or
    2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree

    GS-11: Ph.D. or equivalent doctoral degree

    3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree

    Experience:

    Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed under qualifications.
