Responsibilities

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

MAJOR DUTIES

As the Branch Chief for the Genetic Services Branch, you are responsible for the broad range of supervisory responsibilities over the professional and technical staff assigned to GSB.

Your major duties and responsibilities will include:
  • Providing professional and clinical leadership on principles, practices, new approaches, resources, and latest developments related to the field of public health genomic and genomic medicine.
  • Coordinating and overseeing Branch responsibilities for the legislation governing the Branch, including Heritable Disorders, Hemophilia, Thalassemia, Sickle Cell Disease, and Newborn Screening.
  • Exercising authority in planning, developing, monitoring, implementing, and evaluating, national, family-centered programs related to genetics and genomics.

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:
  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of a specialized public health program.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  • Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
  • In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.

    Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Providing leadership in planning, directing, coordinating, monitoring and evaluating programs and initiatives that focus on public health genetics, children and youth with special health care needs, and/or maternal and child health programs and initiatives; Overseeing the formulation, analysis, and evaluation of Agency policies, priorities, and strategies arising from legislation, budget proposals, regulatory action, and other critical program or policy and plans; and Working with a range of national, State, and local advocacy and professional groups to develop strategies that address public health programs issues.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

SPECIAL HEALTH CARE NEEDS PROGRAM MANAGEMENT - Plans, develops, coordinates & manages the structure & administration of health care services for children, youth & adults w/special health needs programs & organizations & the policies that impact health programs & reimbursement of health services.
    • HEALTH PROGRAMS AND POLICY ANALYSIS - Analyzes, interprets and explains the health impacts of programs, policies, proposals, and legislation.
