Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

  • This is an Air Reserve Technician (ART) position. Incumbent is required to meet and maintain AF Reserve requirements.
  • The incumbents regular assignments are ART duties; however, the incumbent may be assigned some Non-ART duties, generally not to exceed 30 percent of total responsibilities.
  • Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA)
  • DCIPS employees shall serve DCIPS trial periods; trail periods shall be 2 years


Qualifications

This is an Air Reserve Technician (ART) Officer position located at Langley-Eustis AFB, VA with the military rank of O-5/GG-14, AFSC: 014N3.

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level.

EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of HUMINT, GEOINT/MASINT, SIGINT, All-Source/Fusion Analysis, DCGS, targeting, collection management, analytical production management, and dissemination. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge and experience as an intelligence officer, having operational experience in at least two of the below intelligence disciplines - HUMINT, GEOINT/MASINT, SIGINT, All Source Analysis/Fusion Analysis, DCGS, targeting, collection management, analytical production management and dissemination.
2. Knowledge of HUMINT, GEOINT/MASINT, SIGINT, All-Source/Fusion Analysis, DCGS, targeting, collection management, analytical production management, and dissemination.
3. Demonstrated knowledge and understanding of national, DoD, and US Air Force statutory and regulatory policies, directives, and procedures relating to ISR activities.
4. Must be highly knowledgeable in the capabilities, limitations, and techniques for employment of ISR platforms.
5. Ability to analyst, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
6. Knowledge of personnel management procedures related to the supervisory role. Knowledge of safety, security, personnel management, and EEO principles, regulations, practices, and procedures.
7. Ability to plan, organize, and direct ISR operations functions; and mentor, motivate, and appraise a staff through subordinate supervisors.
8. Ability to communicate effectively both orally and in writing; to prepare reports, interface with high levels of management, negotiate complex issues; and maintains good working relationships.
9. Proven ability to build and sustain professional networks to exchange information with mission critical offices, inside AFRC, other MAJCOMs, and Air Force overall planning and execution of ISR operations and evaluations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Additional information

Applicant must be commissioned or commissionable as an ART Officer in the Air Force Reserve. Air Reserve Technicians are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, Air Reserve Technicians are required to maintain their active membership in the Air Force Reserve unit where assigned. As members of Reserve units, Air Reserve Technicians receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.
