The Defense Human Resources Activity's (DHRA) mission is to provide program support, information management, and administrative services to the Department of Defense (DoD) Components on human resource matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area databases for the DoD.

Responsibilities

As a MANAGEMENT & PROGRAM ANALYST (MISSION SUPPORT) at the GS-0343-5 grade level some of your typical work assignments may include:
  • Serving as a Management & Program Analyst in the Diversity Management Operations Center (DMOC), Mission Support Division.
  • Conducting studies, resolving problems, and providing advice and assistance to DMOC departments and program managers for both automated and manual record-keeping systems.
  • Tracking trends, gathering data, coordinating the development of recommended solutions to identify problems, developing recommendations for both internal and external resource allocations, and recommending solutions to improve process efficiency and effectiveness.
  • Planning, developing, and executing the organization's Administrative Management Program.
  • Serving as DMOC Assistant Government Purchase Card holder using the purchase card to make official purchases for DMOC.
  • Overseeing a program that consists of a variety of functions that includes: publications/forms management, administrative standard operating procedures, administrative internal controls, and organizational files management.

Qualifications

You may qualify at the GS -05 grade level, if you fulfill the following qualifications:

A. Three years of general experience, one year of which was at the GS-04 grade level or equivalent under other pay systems in the Federal service, military or private sector, that demonstrates the ability to:
  • Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
  • Plan and organize work; and
  • Communicate effectively orally and in writing.
OR

B. Completion a 4 year course of study leading to a bachelor's degree from an accredited college or university.

OR

C. You have some general experience as described in A, but less than 3 years; and you have some education as described in B, but less than 4 full years. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 36. Then divide your semester hours of undergraduate education by 120. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To be eligible for a recent graduate position you must also meet the one of the following:

A. Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution;

OR

B. Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply.

UNDERGRADUATE EDUCATION: One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Recent Graduates may be converted to a permanent position (or, in some limited circumstances, a term appointment lasting 1-4 years).
Must sign participant agreement; Must complete one year of continuous service, in addition to all Program requirements; Demonstrate successful job performance consistent with the applicable performance appraisal program established under her or his agency's approved performance appraisal system that results in a rating of record (or summary rating) of at least "Fully Successful" or equivalent.
