Summary

The incumbent serves as the Program Manager, Office of the Accountability Board (AB) within the Office of Accountability and Strategic Business Management (AHA). The Office of the Accountability Board (AHA-600) provides agency-wide oversight to ensure that management responds to allegations of workplace harassment and related reprisal while setting standardized procedures so that management responds to allegations in a timely, consistent, and appropriate manner.

Responsibilities

The incumbent's responsibilities include a mixture of routine and complex projects/programs based on the objectives of the major subdivision/LOB/SO.

Oversees the Office of the Accountability Board (AB) including the daily operations, providing recommendations to strategic plans and reviews; preparing and completing action plans; implementing productivity, quality and customer-service standards; resolving problems and completing audits. Manage assigned staff and provide administrative and technical supervision necessary for accomplishing the work of the AB: plan and assign work to subordinates, establish time frames and priorities, prepare performance standards and evaluate performance; counsel employees on work and administrative matter; identify training needs for staff and administer leave policies and programs in accordance with affirmative action and equal employment opportunity requirements.

Applies an advanced knowledge of the technical aspects of the work directed, other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Convene and participate in cross-program and collaborative team efforts and other significant meetings. Identify and develop background material for agenda items and develops stakeholder lists and information on participants' interests and needs and related topics of discussion. Establish both qualitative and quantitative benchmarks, baselines, and assessment processes to measure the performance of the Accountability Board Program throughout the Federal Aviation Administration (FAA). Mange the preparation and maintenance of data driven reports necessary to carry out the functions of the department. Prepare periodic reports for management, as necessary or requested, to track strategic goal accomplishment.

Oversees business improvement efforts that enhance the AB's efficiency and effectiveness, optimum management and organization and proper allocation of resources. Researches and Investigates new or improved business and management practices for application agency programs or operations. Manages staff, supplies, space, equipment, and other resources needed to accomplish work objectives. Exercises, or assist in exercising sufficient internal control to assure that resources are safeguarded against waste, loss and unauthorized use. Serves as a Purchase Card Approver; responsible for overseeing and verifying the actions of the Purchase Card Holder.

Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher level managers. Actions are coordinated internally with and/or communicated to AHA Managers, AHR Executives, FAA LOB/SO's and/or other internal audiences to develop solutions, communication actions, provide subject mater expertise on the matter, or gain approval or consensus, as appropriate.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher level management. Regularly called upon to identify problem areas and to develop and recommend new policies an procedures for resolution. Develops short and long-range strategic and tactical plans, goals, and objectives, monitors and evaluates human resources programs to ensure compliance with Federal Rules, Merit System Principles, and Prohibited Practices.

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is defined as:
  • Experience applying regulatory and statutory principles of harassment and misconduct in the workplace.
  • Analyzes information, identify trends; gathers pertinent data and provides guidance on highly sensitive cases.
  • Reviews the work of team members.
  • Independently reviews data to develop strategic plans, prepare reports and correspondence to management.
