Responsibilities

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

The incumbent serves as a Payroll and Benefits Generalist (Payroll Counselor or Benefit Counselor), and is responsible for activities in the areas of Payroll, Benefits, and Compensation. The incumbent counsels current and former House employees regarding all Federal and House specific payroll, benefit, and compensation programs. Incumbent must have exceptional customer service experience, with the associated skills of identifying customer audience and tailoring communication to provide outstanding customer service in fast paced work environment.

In addition, the incumbent would maintain proficient knowledge in one or more specialty areas. Incumbent would provide general counseling in his or her areas of expertise and carry out administrative procedures with respect to those areas. The incumbent enters payroll adjustments related to Compensation, TSP, health, life insurance, or any benefit deduction when required. This position does not have budgetary or supervisory/managerial responsibilities.

Major Duties:

1) Counsel current and former House employees regarding some or all employee payroll, benefit, and compensation programs. Answer general inquiries and questions about the interrelationship between different areas.
2) Provide services described in one or more of the following specialty areas:
a. Health Insurance: Counsel employees regarding enrollment requirements, cost and other matters related to Health Benefits. Process applications and make adjustments to payroll system related to Health insurance. Organize health benefits fair.
b. Process billing and collections related to benefits for employees in Leave Without Pay Status. Prepares terminations, corrections, garnishments, and offsets. Prepares worksheets, OPM 2812A and 1523 reports.
c. Review Agency Return Letters to determine all benefits status. Make initial determination of misclassified employees. Coordinate benefits for concurrent employees with other federal agencies: issues correspondence, maintains reports, and adjusts necessary benefits.
d. Thrift Savings Plan (TSP): Counsel current and former House employees regarding TSP. Determine eligibility; processes related elections, cancellations and terminations. Review enrollment forms. Conduct TSP Open Seasons. Prepare TSP
"termination packets" for terminating employees.
e. Leave and Benefits Records: Calculate Service Computation Dates (SCD) for leave
accrual purposes for newly appointed employees with prior federal service. Verify prior Federal service, certifies Recredit of leave and verifies benefits for these employees. Correct benefits and payroll records as instructed.
f. Retirement: Estimate expected retirement benefits for employees. Assist employees in comparing options in the Civil Service Retirement System (CSRS) and Federal Employees Retirement System (FERS). Close out retirement accounts of
separating, non-retiring employees. Assist employees in preparing a variety of retirement-related claims. Review, correct, and certify CSRS and FERS records.
g. Student Loan Program: Review agreements and loan validation, data entry, and adjustments. HRIS reconciliation and reporting. Billing and collections.
h. Workers Compensation: claims management and processing.
i. Unemployment Compensation: claims management and processing.
j. Long Term Care: interface review, reconciliation, and reporting.
k. Payroll: Appointment and termination processing. Salary, title, and other withholding and information changes. Disburse pay and earning statements. Reconcile and process various EFT activities. Reconcile, prepare, and distribute various payroll
related reports.
4) Instruct, train, and mentor peers as instructed by supervisor.
5) Prepare reports and statistical compilations and research and answer correspondence related to areas of expertise.
6) Works additional hours, as required.
7) Perform other duties, as necessary.
8) Must have exceptional organizational skills.

*Note: These essential/primary responsibilities can and will be performed at varying levels of expertise depending on the Grade and Step level of the individual's position. Levels of expertise will be ascending from the Grade 6 to the Grade 8. In addition, certain responsibilities will be reserved for those positions at higher grades.
