This position comes with a competitive salary package that includes health/dental insurance, 401(k), bonus programs, and many other perks.Education:Bachelor's Degree in Engineering, Construction Management, Project Management or related field requiredA$ A' "A' ?Primary Duties and Responsibilities:The candidate shall assist DHA Facilities Division in analyzing construction costs for both DoD and private sector and providing technical expertise for medical facility design and construction.The candidate shall be experienced and fully capable of providing the following services: organizational analysis; business process improvement; acquisition and execution strategy development; Marketing analysis and marketing materials development including benchmarking of commercial practices versus DoD practices; financial management strategy and tool development; implementation planning; performance analysis and metric development; development of prioritization strategies and asset strategic planning.Other support may include general program and project planning and execution support.The candidate shall assist in strategic planning functions such as: change management in business redirection and enhancement; business management techniques; identification and deployment of measurement systems; program analysis, planning and development; benchmarking and process migration and in-depth requirements analyses.The candidate shall support DHA Facilities Division efforts to develop, establish, implement, and sustain leading-edge techniques, such as (but not limited to) knowledge management, pursuant to its global mission.The candidate shall perform field investigation activities and technical support for medical facility projects of over $11 billion around the world in the MILCON, programs.The candidate shall provide support of medical facility design and construction projects; and provide support for review of plans, specifications, value engineering studies and construction contract documents.The candidate shall provide review of various DoD medical facility criteria and update as required.The candidate shall prepare cost estimates for proposed projects as well as evaluate estimates prepared by others, including identifying the most significant cost drivers for construction such as labor, materials, equipment or other factors.The candidate shall also analyze and report on current construction cost escalation forecasting methods.The candidate shall provide properly qualified representatives to attend Government specified meetings, both locally and abroad.The candidate shall participate in weekly meetings at the DHA Facilities Division to assist program and project-level activities for the DHA Facilities Division mission.The candidate shall be tasked to provide minutes of these meetings.The candidate shall provide resources to ensure effective meetings with customers, regulators, engineers, the public, etc., as applicable. The resources required may include audiovisual equipment, facilitation, and technical presentations.The candidate personnel shall perform on-site assist visits, when necessary, to military construction projects that have been deemed "Distressed Projects"A' by leadership and therefore, need additional managerial and technical oversight in order to bring these projects to closure with emphasis on projects staying within the existing budget.The candidate shall coordinate, and review submitted data deliverables for functional and technical accuracy/completeness, and for compliance with applicable regulations. The AE shall assess whether technical deliverables satisfy specifications and schedules. The candidate shall use the necessary tools to provide a complete technical review.The candidate shall make written recommendations regarding acceptance or rejection of documents submitted by DHA Facilities Division's agents and candidates.The candidate shall maintain databases for specific project tracking.The candidate shall collect the data and compile it into files compatible with DHA Facilities Division standards.The candidate shall assist with the review, interpretation and application of new statutory and regulatory requirements.The candidate shall make recommendations for DHA Facilities Division integration.The candidate shall provide cost and schedule analysis to include concise status of the cost and schedule performance of projects. This support includes independent evaluations for DHA Facilities Division's other Candidates, project status reporting, development of Estimates at Completion (EAC), and providing cost performance improvement recommendations to DHA Facilities Division with alternative corrective measures to recover from schedule lapses and cost overruns.The candidate shall provide in-depth cost reviews of construction change orders submitted to DHA Facilities Division for approval.The candidate shall provide quantitative reviews and evaluations of cost and scheduling performance programs.The candidate shall assist the DHA Facilities Division in selection for cost and schedule deliverables to ensure such aspects as appropriate level of reporting, establishing metrics and cost factors, and to support data requirements. The candidate shall develop and provide engineering man-hour and cost estimates for project support.The candidate shall conduct studies and reports on a broad range of health care facility issues, acquisition strategies, and in the programming of new DoD medical facilities. The candidate shall have knowledge and used the DHA Facilities Division World Class Facilities Tool Kit. Additionally, Congress is pushing DHA Facilities Division to lead the way in designing World Class healthcare facilities encompassing Evidence Based Design (EBD) principles, and Candidate personnel working knowledge of EBD is highly desirable.The candidate's personnel knowledge, experience and training in Construction Scheduling Software applications is highly desirable.The candidate shall have knowledge of and used Parametric Cost Estimating System (PACES) 2007 software for developing parametric cost estimates, as well as experience with USACE and NAVFAC acquisition, design and construction processes.Job Requirements and Essential Skills:Minimum of five (5) years demonstrable experience supporting DoD medical MILCON program.Minimum of five (5) years demonstrable healthcare design, construction and project management experience in the DoD; and healthcare design, construction and project management experience in private industry.CFM, FMP industry certifications recommended; other Engineering, Business or technical training or certifications a plusMust have strong management and leadership skills and experience with human resource and performance managementExperience with critical system environments is preferredExcellent technical, inter personal and analytical skills requiredExcellent written and oral communications skills requiredStrong computer and systems knowledgeAbility to obtain a government clearance, US Citizenship requiredAbout NIKANIKA delivers comprehensive services and solutions to support the full life cycle of facilities.
