Initial Project Background: Supporting the CIO Council at the core of all DHS CPIC activities and responsible for implementing the necessary programs to align the IT organization, including all of the systems and infrastructure, to support the missions and activities across the Department. The Business Office is responsible for overseeing the CPIC process which allows the government to improve the allocation of limited resources to benefit the strategic needs of DHS and to comply with applicable laws and guidance for IT and non-IT investments. Technical BPA / CPIC Process Analyst : The Tech BPA will focus on technical support in CPIC business functions and system support. Support the DHS Oracle Primavera Portfolio Management (OPPM) application to allow the agency to review, update, and submit Business Case s, IT Portfolio Reporting Data, and monthly IT dashboard updates in accordance with the Office of Management and Budget (OMB) requirements. Support the creation of XML and XSL files for custom export reporting capabilities to process OMB required submissions. Support and respond to the user community on INVEST questions, configuration changes/issues, OPPM issues/questions, and OMB requirements, among other CPIC related topics. Create various BI reports for stakeholders, system owner, component leads within the DHS INVEST user community. Use expert domain knowledge and direct experience at both the Component and headquarters levels to provide Governance support for the development and execution management of the DHS s IT investment management governance framework, to include all required documentation, facilitation, and coordination of governance activities. Support the design of data collection strategies, supporting business processes and reporting that minimize administrative burden and portfolio build and portfolio monitoring analyses that enable leadership to make data driven decisions. Develop customized business processes, portfolio management artifacts, templates, and analytic tools to assist agency offices with understanding the condition of project portfolios and maturing portfolio management processes. Duties will be to provide support to DHS for the following functions: IT Investment Management Process and Coordination Support IT portfolio management and governance of IT investment. Consolidate documentation, presentations and guide FEMA DAIP in making key business decisions, with regards to the IT portfolio. Support PM on providing IT investment strategy to components Business Case Support Review and score business cases and SIRs for all DHS IT investments in accordance to the scoring criteria established by DHS Provide budget year specific guidance with the goal of increasing the quality of the business cases Provide initial review and score of business cases and SIRs, identify areas of weakness, and provide recommendations on how to improve business cases and SIRs before final submission to OMB Business Process and Decision Analysis Support Provide strategic planning, present best practices, and recommend processes on effectively applying IT management principles and guidance on producing high-quality, high-scoring business cases and standard investment reports (SIR) for IT investments As Technology Business Management (TBM) evolves across the Federal Government, assist with implementing TBM business practices for IT investments Analyze OMBs new Fiscal Year IT Budget Capital Planning Guidance prior to the next budget cycle and provide changes/modifications to current DHS guidance, business process, documentation, portfolio management system, and related processes related to the changes. Consolidate comments received from DHS CPIC administrators and subject matter experts (SMEs) and provide feedback on the proposed changes and the potential effect to DHS business processes Update the DHS CPIC Standard Operation Procedures (SOP), INVEST System User Guide, training materials and other CPIC-related documents that are posted on the DHS CPIC SharePoint site and on-line guidance that resides in the portfolio management system within 30 days of an OMB or DHS change Revise the scoring template based on OMB budget year guidance and recommendations by the Government and non-Government SMEs Complete initial review of business cases and SIRs to include supporting documentation to ensure business cases and SIRs Provide CPIC coaching sessions to DHS CPIC community Assist in Strategic thinking in support of IT portfolio investments. Business Process Training Support Deliver training support to the OMB compliance of investment submissions and improve the quality for OMB and DHS Develop the processes, concepts, skills, techniques and standards for DHS Federal and contractor staff desiring to improve their CPIC-related skills in these areas: Operational Analysis (OA) OMB Investment Reporting Technology Business Management (TBM) Position Requirements : Bachelors Preferred, Associates Degree or 5 years of experience 2+ years of experience with Oracle Primavera Portfolio Management (OPPM), to include writing custom-built functions in JavaScript Support the creation of XML and XSL files for custom export reporting capabilities to process required submissions and to the analysis of single or multiple data fields Experience with Oracle Business Intelligence Publisher to configure views and creates data models Knowledge and working experience with supporting IT Capital Planning and Investment Control (CPIC), IT Portfolio Management (IT PfM), or project portfolio management processes Experience with developing data collection strategies and designing and implementing portfolio management analyses to produce decision-enabling information Knowledge of Business Cases to support OMB submissions Demonstrated ability to assess, identify, examine, and review performance of IT investments. Strong writing skills and the ability to field questions, address issues, facilitate and management stakeholder meetings and communications Experience with programmatic, and budget data collection, analysis, and reporting, leading and planning complex tasks with daily client interaction, and help desk support Comfortable with customer facing activity, business customer interviews, facilitating, and presenting at meetings Excellent Technical writing skills (MS Word) Experienced working with MS Excel Experienced working with MS Visio Clearance Requirements : Active DHS Suitability preferred US Citizenship and background investigation required to attain favorable entry on duty (EOD)
