Job Announcement

Senior Data Analyst and Analytics Strategy Manager for the Fire and Rescue Department (FRD). Manages the Data Analytics Program and supervises a team of analysts that provide analytical expertise to the organization. Works collaboratively with the Information Technology (IT) Program Manager to develop and implement the strategy for systems and tools that support agency wide data analytics. Sets the strategy for analytics by providing a vision for business intelligence, Geographic Information System (GIS) development, GIS and agency data modeling, collection, and reporting systems that is based on input from agency leadership. Coordinates, plans, and develops the Fire and Rescue Department data analysis and preparation functions, and oversees the performance of all statistical analysis performed in the organization. Serves as the FRD expert in the field of data analytics and works with all bureaus and divisions in the agency in the development of business requirements and associated data and information needs, metrics and forecasting. Works with Department of Information Technology (DIT) Public Safety division, e-Government and GIS divisions to ensure data analytic solutions meet county standards. Performs statistical analysis to identify patterns based on aggregate data to find risks or opportunities, as well as make performance change recommendations. Assures timely response to requests for reports, data and information. Supports and/or serves on special committees, commissions, panels and fulfills BOS, executive and other requests for analysis and support for investigations. Participates in requirements development and IT project implementations for ensuring data elements and reporting alignment. Monitors division budget and ensures subordinate employees grow and develop skills through professional development opportunities. Stays abreast of data analytics trends, particularly in the fire and rescue arena. Participates in developing Continuity of Operation Plan (COOP) and Disaster Recovery (DR) for agency systems and evaluating new technologies supporting agency tactical technology, IoT for public safety, and agency strategic planning.

  • Directs and manages long-term, large-scale, high-priority, sensitive programs/projects that are multi-disciplinary and involve multiple agencies;
  • Manages a group of professionals engaged in diverse administrative and management support activities;
  • Establishes and implements program policies, develop and manages the budget for designated programs;
  • Ensures County programs reach the intended populations and targeted benefactors;
  • Directs research and evaluation of trends in applicable areas of responsibility;
  • Develops long- and short-term goals, objectives and solutions for division;
  • Interfaces with central County staff departments (such as DMB, DHR, Finance, Purchasing and Supply Management) for seamless collaboration;
  • Provides consultation on strategic planning, organizational development and redesign projects;
  • Prepares for and presents to County Board of Supervisors (or Committee) regarding areas of expertise and responsibility.


Required Knowledge Skills and Abilities

  • Ability to identify and determine appropriate methods for gathering data;

  • Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration;
  • Ability to manage professional and paraprofessional employees including coaching, counseling, training, and evaluation.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: Graduation from an accredited four-year college or university with a bachelor's degree in fields related to the assigned functional areas; PLUS five years of professional work experience within more than one of the assigned functional areas.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check, driving record check, and sanction screening to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Experience analyzing data and preparing reports in a major organization
  • Experience using a fire-based EMS system or other public safety entity
  • Experience modeling data for analysis for a major organization
  • Experience utilizing GIS in a major organization
  • Experience with data analysis software such as MS Power BI, MS SQL, MS SQL SSRS, MS SQL SSIS, Esri ArcGIS Enterprise, SASS
