Summary

This position is located in the Treasury Inspector General for Tax Administration's (TIGTA's) Office of Investigations, as assigned. The Office of Investigations administers investigative programs that protect the integrity of the Internal Revenue Service (IRS) and detect and prevent fraud and other misconduct within IRS programs.

Responsibilities

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
-Identify and develop new scenarios for detecting IRS employee fraud and misconduct perpetrated through the use of IRS computer systems. These proactive misconduct detection scenarios identify IRS employees who abuse the public's trust in the integrity of Federal tax administration. These scenarios also identify IRS policy or procedure changes which can prevent IRS employee misuse of computer systems.
-Investigative leads are identified using investigative initiatives or developed on an ad hoc basis from special agent support requests or referrals from other TIGTA business units. These leads are then resolved by the investigative analysts in Strategic Data Services (SDS), Electronic Crimes and Intelligence Division (ECID), or the Procurement Fraud Division using multiple research tools. Research will result in either a referral to investigative field divisions or a determination that the IRS employee conduct was appropriate.
-Monitor, review, and update assigned national and local investigative initiatives to determine whether initiatives are generating productive leads of IRS employee misconduct. Take action when necessary to modify the investigative steps to ensure productive leads are generated or makes recommendations to the supervisor when the initiative is no longer productive.
-Prepare Memorandums of Activity (TIGTA Form OI 2028-M) of lead analysis and determines whether IRS employee's actions establish probable cause that misconduct occurred. These memorandums are forwarded to the Field Divisions for further investigation or action.
-Conduct valid and reliable research to analyze internal and external information to assess risk factors and identify high-risk areas. Evaluate complex systems, controls and information, and provides sufficient, competent and reliable evidence to support issues on integrity situations. Interview IRS subject matter experts as needed to fully evaluate business process internal controls. Ensure all elements of findings are developed and provides appropriate recommendations.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:

- Applying investigative procedures and techniques in order to analyze research and/or evaluate information; AND
- Assisting others with investigations.

OR
You may substitute education for general or specialized experience as follows:3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.

OR
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions
Combination of experience and education. This is creditable providing the combination consists of 100% of the requirement. Only graduate level education in excess of 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.



Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

- Applying investigative procedures and techniques in order to analyze research and/or evaluate information; AND
-
Performing investigative analysis based on information received from multiple sources; AND
-
Reviewing and evaluating data, material, documents and databases to develop investigative leads.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-09 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
