Duties

Summary

As a Program Analyst at the GS-0343-09 with a full performance level of a GS-12, you will be part of the Center for Leadership Development (CLD), Human Resources Solutions, with the Office of Personnel Management.

If selected, you will be responsible for providing technical and administrative support to one or to multiple CLD Program offices and applying analytical, diagnostic, and evaluative skills as needed to develop and deliver CLD program offerings.

  • Supporting the development and administration of specific Center for Leadership Development (CLD) leadership program offerings and providing direct support to the faculty team.
  • Supporting the development of new, or improving existing CLD program processes, initiatives, and management tools.
  • Providing technical and administrative program support services to improve the effectiveness of multiple functional processes, products and services in support of CLD programs.

Qualifications

For the GS 9: You must have

A. One year of specialized experience performing technical and administrative support to several programs. This experience included activities such as: 1) performing administrative duties; 2) creating written reports, talking points, blogs, and agendas; 3) managing small projects; and 4) conducting quantitative and qualitative analysis. This experience must be comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in private or public sectors). Note: Your resume must fully support this experience.

B. Successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. Such education must demonstrate the competencies necessary to do the work of this position. NOTE: You must submit copies of your unofficial or official transcripts.
-OR-
C. A combination of graduate education and specialized experience as described in "A" and "B" above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. NOTE: You must submit copies of your transcripts.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-07 grade level is required to meet the time-in-grade requirements for the GS9 level.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

TRANSCRIPTS: To qualify based on education, you must submit a legible copy of unofficial or official transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), type of degree awarded (if applicable) and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you can begin work.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
