Responsibilities

The Office of Civil Rights (OCR) provides technical and policy advice to GSA leadership on civil rights and civil liberties issues. Its mission is to ensure an inclusive workplace free from unlawful discrimination through active engagement, training, and enforcement of civil rights laws, regulations and other guiding sources.

As a Supervisory Equal Employment Specialist, you will serve as the primary representative in all aspects of Equal Employment Opportunity (EEO), Affirmative Employment Program (AEP) and Equal Opportunity Program (EOP) operations and mission delivery. In addition to being the primary subject matter expert (SME) for OCR's mission delivery, the incumbent is responsible for program and performance management.

A Supervisory Equal Employment Specialist:
  • Plans work and advises subordinate supervisors and staff on priorities. Exercises responsibilities in dealing with officials of other organizations or in advising management officials of higher rank; establishes performance standards and assures reasonable equity of these standards and serves as the evaluating official for subordinate supervisors; makes decisions on work problems; makes or approves selections for subordinate nonsupervisory positions; recommends selections for subordinate supervisory positions; hears and resolves group grievances or serious employee complaints; approves expenses comparable to within-grade increases, extensive overtime, and employee travel; and recommends awards or bonuses for nonsupervisory personnel and changes in position classification. 
  • Oversees and manages processing of informal and formal EEO discrimination complaints and identifies architectural barriers to affected groups as it relates to the Americans with Disabilities Act, Section 501, 504 and 508 complaints. Works closely with Adjudication and Compliance staff and the Office of General Counsel's (OGC) staff on EEO litigation and alternative dispute resolution (ADR) cases.  
  • Provides program oversight, evaluates program effectiveness in meeting requirements, and recommends changes to programs as needed. Plans and/or conducts assessments and evaluations of overall programs. Evaluates problems, deficiencies, and inadequacies. Obtains information through reports. Translates findings into corrective action including new or revised program requirements, guidance, training, or other appropriate measures. Provides feedback and follow-up. Prepares and presents reports and briefings on program status and/or recommend action. Keeps abreast of trends in management concepts and philosophies and changes in policies, procedures, techniques, and programs. Evaluates and determines direct and indirect impact on programs of new legislation, executive, and regulatory issuances. Keeps current on the frequent and rapid fluctuations, changes, developments in mission assignments, and how they affect the programs.
  • Develops and executes policies, requirements, and innovative strategies. Develops and maintains standard operating procedures and policies across OCR for EEO/EO programs. Develops and implements mechanisms, tools, and processes for the intake, tracking, and logical dissemination of documents. Assesses, reports, and delivers critical data. Evaluates and recommends tools, applications and technologies to help standardize and automate processes and create organizational efficiency. Produces accurate, timely, recurring, and one-time reports. Develops decisions based on these reports. Accuracy and timeliness of reports are critical elements in senior level decision-making process.

  • Serve a one year supervisory or managerial probationary period, if required.

The GS-15 salary range starts at $137,849.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is professional expertise that involves (1) application of the principles, concepts and laws covering Federal civil rights to develop, administer, evaluate or advise on Federal Equal Opportunity (EO) and Equal Employment Opportunity (EEO) programs; and (2) experience developing, implementing and evaluating policies, practices, processes or procedures, and change management strategies to meet organizational goals; and (3) experience developing and leveraging networks across the Federal Government; and (4) experience advising officials on complex or controversial issues surrounding civil rights.

Additional information

Bargaining Unit status: This position is not covered by a bargaining unit.

Travel expenses associated with interviews may be approved. Determinations will be made on a case-by-case basis.

On a case-by-case basis, the following incentives may be approved:
