Responsibilities

You will:

- Provide oversight for the comprehensive analysis of national policy issues concerning the development of programs related to smart growth, green building, and sustainable communities.

- Serve as an expert consultant to top level managers for evaluations on smart growth, green building, and sustainable community development problems that require long-range solutions.

- Manage the development of office-wide budget, grants management, procurement, and communications strategies.

- Advise leadership on the need for changes in policies, procedures, methods and organizational standards and regulations.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as experience developing policy recommendations to reflect the needs and perspectives of smart growth/sustainable communities, OR experience developing budgets/procurement strategies related to smart growth, green building, and sustainable communities.

Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of national rules, regulations, and policy surrounding sustainable communities and smart growth initiatives; 2) Ability to plan, develop, and execute environmental programs or projects; 3)Ability to plan strategically; 4) Skill in oral communication; 5) Knowledge of budget and procurement processes; 6) Ability to analyze the needs of an organization to strengthen operations; 7) Skill in written communication.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
